Under the supervision of the District Manager, directs the overall operation of the Pueblo West Department of Public Works, which includes the Divisions of Engineering, Streets and Roads, Fleet Services, and Facilities.
Work involves planning, organizing, directing, and controlling the functions, operations, and services of the above divisions. Responsibilities include supervising department staff, preparing budgets, determining department purchases, planning and coordinating work schedules, overseeing the services provided and representing the department. Assignments are expressed in terms of program and service objectives; the employee determines the specific projects and work activities to be performed, committing resources on his/her own authority and assuming full technical responsibility for the final results. Matters of policy, resources and program objectives are established by the District Manager and the Board of Directors.
Essential Job Functions
Plans, organizes, directs, and controls work programs of the department; establishes and monitors controls to evaluate performance, takes appropriate actions to correct performance and adjust program efforts to meet requirements.
Manages positions and personnel of the department; counsels employees and administers discipline; enforces District personnel polices and procedures within the department.
Plans and uses resources; prepares budget, negotiates contracts and approves budgeted expenditures.
Coordinates department plans and schedules with other District departments; reports delays and problems and takes appropriate action to ensure coordination of activities.
Develops plans to meet unexpected situations and new developments; prepares for emergencies; keeps abreast of changes in the field.
Communicates and interacts effectively with individuals and groups at all levels and informs interested and involved parties of matters requiring their attention.
Create, search and manage grants and outside funding options related to the Public Work Department.
Ensures compliance within the department with applicable policies, rules, regulations and laws.
Coordinates traffic control operations, equipment mobilization, training and safety program management.
Calculates quantities of materials required, monitors and accounts for materials usage.
Investigates, prioritizes and addresses complaints from supervisors, agencies, and general public.
Serves on task forces, work groups, and committees as a working member, resource and leader. Resolves problems affecting services to users. Represents the department and the District as required. Performs related work as required.

Frequent use of keyboard devices. Field visits require walking over uneven or rough terrain, occasional light to moderately heavy lifting, occasional work in inclement weather.
The work is mostly sedentary with periods of light physical activity, and is performed in office surroundings. Typical positions require workers to walk or stand for long periods. May occasionally be required to lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards.
Worker is subject to frequent interruptions and deadlines, subject to being on call and providing required assistance during emergencies, may be required to attend meetings outside normal working hours, may be required to work unusual hours, weekends and holidays.
Regular organizational business hours are Monday-Friday 8:00am-5:00pm. Actual work schedule can be flexible to balance organizational and personal needs outside of the normal business schedule. Work is subject to recurring deadlines and interruptions. Attendance is expected at regular Pueblo West Metropolitan District Board of Director evening meetings as scheduled (currently the second and fourth Tuesday of each month) and any special meetings. Attendance at Committee of Architecture meetings would be on an as needed basis.
Education/Certifications Required Minimum
Bachelor's Degree from an accredited college or university in Engineering, Environmental Science, or a closely related field.
Must have a current certified Professional Engineer license.
Must have and maintain a valid Colorado class “R” driver’s license.
Minimum of four (4) years of experience in public works operations, administration and management; experience in street maintenance; civil engineering, traffic engineering, facilities and fleet maintenance is preferred; with two (2) years supervisory or senior management/supervision experience; or some equitable combination of these requirements.
