Provo City is seeking an executive-level management professional to serve as the Executive Director of the Municipal Council. This position is responsible to the City Council, is supervised by the Council Chair, and performs all work under minimal direction. This work is distinguished by its oversight of all Council functions, principal staff role to the Council, direction of policy development and legislative research, management of fiscal matters, oversight of public engagement, and direction over the City Council Department. What is the compensation package?
Pay Range: MGT 7 $147,229 - $181,583 per year (depending on experience)

Provide executive direction over the Municipal Council, ensuring high-quality support for the Council’s work and priorities.
Direct preparation of Council agendas, meeting materials, and legislative analysis to support informed public decision-making.
Ensure Council meetings and records comply with legal requirements for public notice, transparency, and accessibility.
Oversee the department budget, expenditures, and financial planning, and support the Council’s review of citywide budgets, audits, and appropriations.
Provide impartial, well-researched analysis and strategic advice on ordinances, resolutions, and major policy issues before the Council.
Monitor implementation of Council policies and evaluate whether City actions align with Council direction and adopted goals.
Serve as a key liaison among the Council, Mayor’s Office, City departments, partner agencies, and the public to advance effective governance.
Represent the Council in community, intergovernmental, and stakeholder settings, and help address constituent concerns in a professional and timely manner.
Guide the Council’s work on major city issues such as land use, housing, transportation, capital planning, and long-range policy priorities.
Supervise and develop department staff, including hiring, training, performance management, and maintaining effective administrative operations.

What are the minimum requirements?
Bachelor’s degree in Public Administration, Accounting, Business Administration, or related field.
Five (5) years of professional experience in a job-related field.
A valid, lawful Driver License.

What is the selection process?

DEFINITION: This is executive direction, as defined by Provo City Code 2.50.130, over the City Council Department.

CLASSIFICATION STANDARDS: The single position allocated to this classification is responsible to the City Council, is supervised by the Council Chair, and performs all work under minimal direction. This work is distinguished by its oversight of all Council functions, principal staff role to the Council, direction of policy development and legislative research, management of fiscal matters, oversight of public engagement, and direction over the City Council Department.

ESSENTIAL DUTIES: Provide executive direction over the City Council Department; coordinate and prepare Council agendas and legislative analysis for review; ensure proper legal posting and noticing of meetings; manage and oversee preparation, adoption, and monitoring of the Council Department internal budget and expenditures; ensure maintenance and publication of Provo City Code; coordinate all Council activities related to budget review, appropriations, audit oversight, and financial monitoring; provide thorough, impartial analysis of ordinances, resolutions, and policy proposals under Council consideration; evaluate and report on whether City actions are aligned with the intent of Council policy; coordinate independent audits and manage Council review of major City plans, including the General Plan and capital projects; act as liaison between Council and the Mayor, Chief Administrative Officer, City department directors, other cities, state and federal agencies, community stakeholders, and the public; represent the Council in meetings with citizens, developers, businesses, neighborhood groups, and civic organizations; supervise public communication including newsletters, social media, and press releases; promptly and professionally respond to and help resolve constituent concerns or complaints; support Council in developing short- and long-term policy priorities; provide strategic recommendations on complex planning, zoning, housing, transportation, and budgetary matters; coordinate Council role as a
board of other legal entities such as the Redevelopment Agency and Stormwater District; oversee onboarding and training for newly elected Council Members; track state and federal legislation
and provide strategic updates and recommendations to Council; perform specifically defined duties, including those detailed in the Council Handbook, as assigned by the Council Chair or a Council majority.

Supervise, plan, and coordinate work of assigned personnel including scheduling workload and coordinating workflow; oversee staff training; ensure work is completed accurately and efficiently; identify, evaluate, and resolve personnel concerns; conduct performance reviews; enact rewards and discipline if needed; make staffing decisions including hiring and firing personnel; maintain
and review all reports, work records, work specifications, and appropriate documentation relating to City Council Department; perform other related duties as required.

MINIMUM REQUIREMENTS: Bachelor’s degree in Public Administration, Accounting, Business Administration, or related field and 5 years of professional experience in a job-related field OR an equivalent combination of education/experience [substituting each 1 year of post-secondary education/training for 6 months of experience].

License(s)/Certificate(s): A valid, lawful Driver License is required.
