JOB SUMMARY
This position is responsible for educating contractors, subcontractors, and the general public about various stormwater, zoning codes and ordinances at the local, state, and federal level, as well as enforcing these codes and ordinances.
MAJOR DUTIES
1. Educates contractors and the public on stormwater and related codes.
2. Ensures inspection requirements are met for the City of Fort Oglethorpe stormwater management program annual report to the EPD.
3. Conducts Stormwater inspections.
4. Utilizes GIS-based systems and iWORQ system for mapping, records, and inventory.
5. Responds to citizen complaints regarding drainage.
6. Reviews land development plans for erosion and sediment control compliance.
7. Manages stormwater modeling, engineering plans, and construction projects.
8. Prepares annual reports for the Georgia Environmental Protection Division (EPD).
9. Coordinates with city departments to manage stormwater contracts.
10. Conducts site visits to prevent sediment runoff into surface waters.
11. Assists with Economic Development Department events and initiatives.
12. Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
1. Knowledge of current stormwater mandates per EPA, EPD, NPDES, GASWCC, and GESA guidelines.
2. Knowledge of approved products and regulatory practices for water runoff, stabilization, water quality, construction exits, and storm drain outlet protection.
3. Knowledge of City of Fort Oglethorpe codes and ordinances.
4. Knowledge of computers and job-related software.
5. Knowledge of electrical, plumbing, and mechanical access throughout various buildings.
6. Skill in time management.
7. Skill in conflict de-escalation.
8. Skill in oral and written communication.
SUPERVISORY CONTROLS
The Economic Development Director assigns work in terms of general instructions and spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include NFPA standards, the soil and erosion manual, the stormwater management manual, ADA standards, NPDES permits, international building codes, local ordinances and state zoning laws. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
• The work consists of varied inspection-related duties. The safe application of standards and codes, which are subject to change with time, the difficulty of competing priorities, and working with the public contribute to the complexity of the position.
• The purpose of this position is to educate contractors, sub-contractors, and the general public about various stormwater codes and ordinances at the local, state, and federal level. Successful performance helps ensure both the reduction of ecological impacts on public and private property and public safety.
CONTACTS
• Contacts are typically with various contractors, the Public Works Department, the Public Utilities Department, the Police Department, the Parks and Recreation Department, City Hall administrators and Council members, the Court Clerk, and various professional and technical individuals, such as architects, plumbers, and electricians.
• Contacts are typically to exchange information and ensure the education of related codes, ordinances, and standards.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
• The work is typically performed while sitting at a desk and intermittently standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
• The work is typically performed in an office, a stockroom or warehouse, and in very noisy places. The employee is exposed to dust, dirt, and grease; machinery with moving parts; contagious or infectious diseases, or irritating chemicals; outdoors and occasionally cold or inclement weather. Work requires the use of protective devices such as masks, goggles, and gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
• High school diploma or equivalent required.
• More than three years of related experience required.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
• Possession of Georgia Soil and Water Conservation Commission Level 1B (Red Card).
• Must obtain a Georgia Soil and Water Conservation Commission Level 2 (Grey Card) Certification within 6 months of hire.
