Human Resources Director

The Town of Fort Mill, South Carolina, is seeking a strategic and forward-thinking Human Resources Director to lead and modernize the organization’s human resources function during a period of significant growth and organizational evolution. Located within the Charlotte metropolitan area, Fort Mill is one of the fastest-growing and most desirable communities in the region, known for its high quality of life, strong schools, thriving downtown, and expanding economic base. The Town serves approximately 40,000 residents, employs 290 full-time employees, and operates under a Council-Manager form of government with an annual budget of approximately $72 million.
The Human Resources Director serves as a member of the executive leadership team and is responsible for leading all aspects of the Town’s human resources operations, including talent acquisition, compensation and classification, employee relations, organizational development, performance management, succession planning, and HR systems administration. Reporting directly to the Town Manager, the Director supervises three direct reports and works closely with Department Heads and the Finance Department to support organizational and fiscal objectives. This position will play a central role in implementing and managing the Town’s 2026 Compensation Study, supporting workforce growth following the addition of 29 positions over two fiscal years, modernizing HR systems and analytics capabilities, strengthening performance management practices, and developing sustainable personnel cost strategies.
The ideal candidate will be a strategic, pragmatic, and highly credible leader capable of balancing executive-level strategy with operational execution in a dynamic local government environment. Successful candidates will possess strong communication and leadership skills, the ability to align workforce planning with organizational and fiscal priorities, and a commitment to building a culture of accountability, professionalism, and high performance. Experience navigating complex organizational and political environments and using data and metrics to guide decision-making is highly valued.
Qualified candidates should possess a bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field, with a master’s degree preferred, along with at least seven to ten years of progressively responsible human resources experience, including leadership and supervisory responsibilities. Experience in local government or the public sector is strongly preferred.
The Town of Fort Mill offers a competitive compensation and benefits package, including a starting salary beginning at $117,525, commensurate with qualifications and experience, participation in the South Carolina Retirement System, and comprehensive health, dental, and leave benefits.
