The mayor is contemplating suing the city because the council has refused to act on three of his nominations for town board and commissions.  The town charter provides the mayor with the authority to make such appointments.  He airs his frustration over the situation with the town administrator.  What should the administrator tell the mayor since she's worried that these conversations might need to be disclosed should the lawsuit go forward?
