The Department of General Services directly supports County residents and County government by providing responsive and effective emergency and essential public works support, facility maintenance, energy management, solid waste management, environmental management and compliance, stormwater management, internal services, vehicle support and transit services.

Job Summary
Loudoun County is seeking a strategic manager to oversee facility maintenance operations and special facility-based projects, the largest business line within the Department of General Services. Facility Maintenance Operations currently has a staff of approximately 70 employees, comprised of technicians, project managers, building engineers, and crew chiefs, working within seven different teams to maintain and provide 24x7 operational support across all County owned and leased space. Facility operations will continue to grow as more facilities are constructed or acquired over the next several decades. The Facilities Maintenance Operations team currently maintains approximately 180 buildings, ranging from traditional office space to flex warehouse and specialized facilities such as Fire Stations, aquatic centers, secure detention centers, group homes, and the Animal Shelter. The position currently has two division managers as direct reports, with a third proposed division manager to oversee the County's Capital Asset Preservation Program.

The successful candidate for the Assistant Director will:
•Protect and enhance the value and utilization of County investments in buildings and grounds by assuring the continued availability of County facilities through the planning, direction, and management of maintenance programs. This includes preventive, corrective, and predictive maintenance of building systems: electrical, mechanical, heating, ventilation, and air conditioning.
•Oversee supervision of all facilities management functions including in-house trades and technical staff, vendor management, project management, facility administration, building inspections, building/equipment repairs, and emergency response to inclement weather events year-round.
•Coordinate and direct the Division's response to weather related incidents as well as response to emergency situations requiring assistance.
•Use technological support to ensure optimal customer service and effective communication that is both horizontal and vertical.
•Ensure that the Division's Standard Operation Procedures (SOPs) are developed and kept updated.
•Optimize work order management systems, including full implementation of all new computerized asset management systems.
•Develop, implement, and lead organizational change while ensuring performance measures are attained and services are provided.
•Assist with all budget, human resources, labor, and other support administrative functions as required.
•Be a problem-solver who can effectively manage both emergency response situations and long-term planning.
•Embody high ethical standards.
•Value training and mentoring staff at all levels in the organization.
•Communicate effectively in writing and in conversation with all levels of the organization to include executive management of the County.
•Have the demonstrated ability to build collaborative relationships with peers across the County as well as with other organizations such as the Loudoun County Public Schools.

Minimum Qualifications
Bachelor's Degree in Business, Public Administration or department-related area, such as Engineering or Facility Management, and a minimum of seven (7) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Prefer experience directly managing personnel in MEP trades (Mechanical, Electrical, Plumbing) as well as related contractors.

The successful candidate will undergo criminal, credit, and DMV record background checks to include CJIS fingerprinting.

This position requires a valid driver’s license and is subject to call, 24 hours a day, seven (7) days a week. The incumbent has responsibility, alternating with the Director and Deputy Director, to provide General Services active representation and support in the County’s Emergency Operations Center (EOC) during activations which may result from natural or man-made disasters or events. This position is considered “essential.”
