NATURE OF WORK
This is an intermediate level management work administering and enforcing parking related provisions of the City Code. The incumbent is responsible for managing a staff of Parking Compliance Aides and administers the licensing/permitting of various parking programs, customer service fulfillment and management of parking infrastructure. The Parking Compliance Supervisor will be required to coordinate and report compliance issues with the appropriate government agencies. Civil citations are issued for infractions. Work is performed with considerable latitude under the direct supervision of the Director of Community and Economic Development. Supervisor is responsible for compliance of parking program services, activities and records following City, County and State laws, policies, and regulations. Work involves scheduling, assigning, and evaluating parking program activities.

ESSENTIAL FUNCTIONS
• Reviews daily schedule of compliance inspections and adjusts accordingly.
• Administers a variety of programs required to ensure licensing requirements, including Residential parking zone permitting and operations. This involves license review for accuracy and signature.
• Investigates and resolves citizen complaints of parking violations.
• Responsible for the management of parking software systems and procedures for the systematic billing, and recordation of licensing and permitting fees and fines for violation.
• Preparation of staff in advance of parking citation cases scheduled for judicial hearings.
• Coordinates with other governmental entities on a variety of matters including Maryland Motor Vehicle Administration (MVA) and Prince George’s County Revenue Authority.
• Assists the Director in the development of the annual budget for all Parking Compliance personnel and operating expenses. Supervises the activities of all Parking Compliance Aides and support staff including, hiring, work assignment, training, evaluation, leave approval and discipline.
• Prepares weekly, monthly, quarterly, and annual management reports for review by the Director.
• Conducts parking assessments at the request of the Department Director.
• Serves as the Staff Liaison to applicable Committees and attends meetings of citizen groups and others as the City's expert on parking operations and best practices.
• Prepares briefing memos on Residential Parking Zone requests and/appeals for the Director, City Administrator and City Council to review and/or take action.
• Represents the City before groups and other agencies in matters regarding parking compliance.
• Will conduct field operations, equipment procurement, maintenance and issues parking citations.
• Investigates and resolves difficult, unusual, and unprecedented cases encountered by Parking Compliance staff.
• Leads, coordinates, and motivates employees to provide high levels of customer service.
• Establishes policy and standard operating procedures, rules and other programs effecting the daily operations of the parking compliance operations.
• Directly, or through a subordinate supervisor, supervises the work of administrative support staff and parking field compliance field officers in all program activities. Provides technical direction and training, reviews and evaluates work of subordinates.
• Develops and manages parking personnel, systems, programs, and procedures in compliance with the City Procurement Manual.
• Reviews daily parking meter log and report.
• Investigates and identifies reasonable solutions for complaints regarding parking violations and related citations that cannot be resolved at a subordinate level.
• Prepares parking enforcement officers for court appearances on matters regarding parking compliance.
• Ensures that required copies of parking citations issued by parking compliance are turned in at the end of their shift.
• Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
• Extensive knowledge of city and county laws and codes covering parking regulations, etc.
• Thorough knowledge of the City and State parking ordinances, laws, and regulations.
• General knowledge of the layout, legal boundaries, and geography of the City.
• Extensive knowledge of the City of Hyattsville's mission, structure, culture, policy, and procedure.
• Extensive knowledge of the legislative process and the ability to conduct fiscal and program analysis.
• Extensive knowledge of pertinent sections of the City Procurement Manual.
• Ability to communicate clear, concise analysis, reports, and recommendations orally and in writing.
• Ability to maintain a harmonious and effective working relationship with subordinates, public officials, and the public in general.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work requires operating a motor vehicle to perform field assessments, meet with residents and perform duties as assigned; work in inclement weather; and, walking, standing, bending, carrying items under 25 pounds, such as books, files, papers, etc.

MINIMUM QUALIFICATIONS
• Preferred candidate will have a bachelor's degree in Public Administration or related field and a minimum of five years of relevant experience, or a combination thereof.
• Preferred candidate will have extensive supervisory or management level experience in municipal government, parking operations or related field(s).

LICENSES AND CERTIFICATION
• Valid Driver’s License with a good driving record.
• Complete and maintain Certification as a Parking Professional (CPP).
