Located along the Rio Grande and connected by four international bridges, Laredo is a critical hub for international trade, transportation, and logistics between the United States and Mexico. The city benefits from a diverse economy anchored by warehousing, transportation, healthcare, education, retail, and public service. Laredo operates under a Council-Manager form of government, with the policy-making and legislative authority vested with the City Council. The City provides a full range of municipal services including police and fire protection, parks and recreation, cultural activities, libraries, recycling, public health and social services, municipal housing, public transportation, water and wastewater utilities, sanitation services, an international airport, planning and zoning, and general administrative services.
The Human Resources Director is under the direction of an Assistant City Manager. The Director provides highly responsible and complex administrative support to the City Manager’s Office and ensures the development, implementation, and maintenance of City-wide HR standards, policies, and procedures. The ideal candidate will be a visionary and service-oriented leader who brings a proactive, solutions-driven approach to supporting a large and complex municipal organization. The next Director will be a champion of customer service, ensuring HR delivers timely, responsive support to City departments. Experience with civil service systems, collective bargaining, and contract administration is strongly preferred, along with comfort leading transformative change and clearly communicating the “why” behind policy and procedural improvements.
Required qualifications include:
• Bachelor’s degree from an accredited college or university in Human Resources Management, Business Administration, Public Administration, Organizational Leadership, or related field
• At least seven (7) years of progressively responsible Human Resources management experience within a public-sector, governmental, or comparably complex organization
• At least five (5) years in a senior management or executive-level role overseeing multiple HR functions and professional staff
• Credential required (or must be obtained within 18 months): PHR, SPHR, SHRM-CP, SHRM-SCP, PSHRA-CP, or PSHRA-SCP
• Valid Texas Driver's License (or ability to obtain within 6 months)
Preferred qualifications include:
• Master’s degree in HR Management, Public Administration, Business Administration, Organizational Development, or related discipline
• Experience in a municipality or public agency with 1,000+ employees
• Experience managing union/civil service systems, complex policy environments, or large-scale benefits programs
• Ability to communicate in Spanish preferred
The salary range for this position is $146,182.40 - $193,689.60, depending on experience and qualifications.
