Director of Finance

Summary of Duties:
Provides highly responsible and complex financial support to the Chief Financial Officer. Oversees and directs all functions of the Finance Department by performing the following duties personally or through subordinate supervisors.
Essential Duties and Responsibilities:
-Directs and oversees enterprise-wide accounting, financial planning, revenue collection, accounts payable/receivable, treasury, and payroll, for The Woodlands Township.
-Prepares and presents complex, thorough financial information to staff, executive management, the public, and elected officials in formal and informal settings, including during Township Board of Directors meetings.
-Ensures accounting and financial activities are conducted in compliance with generally accepted accounting and governmental practices and procedures.
-Oversees systems necessary to provide vendor payments in an accurate and timely manner.
-Monitors and reviews employee credit card and travel expenditures for appropriateness.
-Meets the requirements of state laws as an Investment Officer through Public Funds Investment Act training.
-Assists in the development of the annual budget.
-Reviews and analyzes monthly financial reports including the general fund, capital projects fund, debt service fund, grant fund and other component units of the organization.
-Administers policies and procedures for the cash management program.
-Directs and oversees the cash management and investment activities of the Township.
-Develops and manages the Township’s depository banking relationships.
-Directs and oversees the payroll functions of The Woodlands Township and The Woodlands Fire Department.
-Responsible for managing problems and/or situations relating to employees or the work of the department.
-Presents to bond rating agencies to maintain favorable bond ratings.
-Acts as liaison to the Township’s contractual financial advisor, bond counsel, external auditors, and bond rating agencies with the provisions of financial data, as required.
-Responsible for the preparation of the annual audit, single audits relating to federally funded programs.
-Directs the preparation of the Annual Financial Report.
-Researches, prepares, and submits recommendations for audit firms and other consultant services are required.
-Recommends and implements Governmental Accounting Standards Board (GASB) pronouncements as required.
-Directs the implementation of new computer software technologies for the Finance Department.
-Other duties as assigned.
Supervisory Responsibilities:
Directly supervise three employees and indirectly supervise two employees in the Finance Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include hiring/disciplinary actions, establishing and monitoring work objectives/effectiveness, performance evaluations, and realigning work as needed.
Work performed by those being supervised is complex.
Minimum Qualifications:

-Education: Bachelor's Degree (B. A.) in Accounting or Finance from a four-year College or university.
-Experience: Seven (7) years of related experience, including 2-3 years at a managerial/supervisory level.
Licenses and Certifications:
-Must possess or obtain a valid Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
-Public Funds Investment Act required.
-Master’s degree, GFOA certification and/or CPA certificate a plus.
Computer Skills: To perform this job successfully, an individual should have knowledge of accounting software. Experience with Tyler Enterprise ERP system strongly preferred. Proficient in Microsoft Office, particularly Microsoft Excel and Word.
