The fundamental reason this classification exists is to plan, direct, and coordinate
activities to ensure a fiscally sound governmental organization that meets or exceeds
all legal and ethical requirements and generally accepted financial management
principles. The Finance Director assists with the day to day operations of the Finance
Department by performing a variety of complex supervisory, professional,
administrative and technical work. While working in accordance with statutory
procedures and broad policies as prescribed by administration, the incumbent
maintains effective procurement procedures for commodities and services; provides
for effective treasury management; acquires, manages and disposes of property for
public facilities; provides an effective debt management program; provides effective
fiscal reporting; provides for an efficient and effective budget program; develops and
manage policies and an internal control system to help ensure the integrity of financial
resources; plans, organizes and directs the annual budget and audit process and
provides financial advisory services for all town departments. As a member of the
leadership team, the Finance Director works collaboratively with leadership and staff
to meet organizational goals and priorities and, under the direction of the Town
Manager, works independently exercising considerable initiative and independent
judgment.
