Windsor, Vermont (pop. 3,750) is a full service community located in the Connecticut River Valley at the base of Mt. Ascutney. The current Town Manager is retiring after a successful and stable 15 year tenure. The Selectboard seeks a Manager who can continue the positive momentum and help the community confront the integrated challenges of growing the tax base, diversifying housing opportunities, and delivering top notch services at a reasonable cost. The Selectboard envisions an experienced public sector manager with a collaborative, engaging style, deep knowledge of local government, and a pragmatic “can do” attitude.
Windsor is governed by a five-member Selectboard that is elected at large and meets twice a month. The Manager serves as the Chief Administrative Officer, oversees the daily operations of the Town, and serves as the Director of Public Works. There are 43 full time employees, many of whom are represented by two unions, either AFSCME or the NEBPA. Labor / management relations are strong and the $7 million budget is stable. The Manager is responsible for the hiring and supervision of department heads and collaborating with independent officers such as the Town Clerk and Treasurer. With broad responsibility for all Town functions, the Manager is ultimately responsible for the following core areas: personnel management; financial management; project management; economic development; and communications.
The Manager’s office is located in the Windsor Municipal Building, which houses police, fire/EMS, as well as the recreation department’s gymnasium and workout facility. The Town of Windsor is a nimble organization with some administrative employees working in a hybrid or remote environment. The Manager receives strong administrative support from a Director of Finance and an Executive Assistant. Many employees have long tenures and dedication to the Town.
