Major Function:
Responsible for managing, administering, and supervising the planning, coordination, and scheduling of maintenance and construction activities for City transportation infrastructure and related assets, including roads, shoulders, stormwater drainage systems, City-owned rights-of-way and easements, reclaimed and potable water systems, wastewater treatment facilities, water distribution networks, sewer collection systems, and other municipal assets.
Essential Functions:

Management retains the discretion to assign additional duties that are reasonably related to the role. Day-to-day tasks may vary based on departmental needs and the scope of the position’s expertise.
Plans, coordinates, assigns, and supervises maintenance crews and staff engaged in the construction, maintenance, and repair of City-owned transportation and utility assets.
Coordinates construction and maintenance activities with other City departments and external agencies to ensure efficient project delivery.
Conducts operational studies and develops improved methods to enhance construction and maintenance efficiency and effectiveness.
Leads contract negotiations; oversees contract administration; and contributes to policy development.
Performs quality control inspections of critical work completed by City contractors and maintenance crews to ensure compliance with established standards and practices.
Ensures all activities are performed in accordance with standard operating procedures, City utility specifications, Florida Department of Transportation standards, American Public Works Association best management practices, environmental regulations, City guidelines, and applicable County, State, and Federal regulations.
Supervises subordinate staff by scheduling and assigning work; providing training, guidance, and counseling; and conducting performance evaluations.
Oversees the identification, inspection, and assessment of the condition of departmental assets.
Responds to inquiries from City administration, residents, community groups, and other departments by scheduling work and providing status updates on current and planned projects.
Enforces compliance with safety regulations related to tools, vehicles, equipment, and work areas.
Plans and coordinates the use of City personnel and contract resources to ensure effective and efficient utilization.
Responds to emergency situations, including floods, hurricanes, tornadoes, sinkholes, and water or sewer system failures, to protect public health and safety.
Monitors contracts for compliance with specifications and resolves performance or scope issues as needed.
Assists with preparation of the annual budget and monitors operational expenditures to ensure fiscal responsibility.
Represents the department by attending City Council, Community Redevelopment Agency, Department Head, Development Review Board, and other meetings as directed or in the absence of the Public Works Director.
Performs other related duties as assigned by the Public Works Director.
MINIMUM QUALIFICATIONS:
Knowledge, Skills, and Abilities:
Thorough knowledge of the principles and techniques used in the planning, management, and scheduling of public works projects.
Considerable knowledge of civil engineering practices, methods, and procedures, including the use of tools, equipment, materials, and techniques required to construct, maintain, and repair roadways, stormwater systems, potable water, wastewater, reclaimed water systems, and other related City assets.
Considerable knowledge of Florida Department of Environmental Protection (FDEP) Solid Waste permitting; FDEP National Pollutant Discharge Elimination System (NPDES) permitting; Southwest Florida Water Management District (SWFWMD) permitting and grant funding; and Community Development Block Grant (CDBG) funding requirements.
Considerable knowledge of applicable federal, state, and local construction and maintenance procedures, standards, and practices.
Considerable knowledge of the Incident Command System (ICS).
Considerable knowledge of FEMA guidelines, documentation requirements, and reimbursement processes.
Considerable knowledge of safety practices and applicable laws, ordinances, statutes, and regulations governing public works operations.
Considerable knowledge of the capabilities, limitations, and proper use of vehicles, equipment, and tools utilized in public works operations.
Considerable knowledge of environmental regulations related to construction and maintenance activities.
Ability to develop, present, and implement long-range public works plans and programs.
Ability to prepare sketches, drawings, and layouts for maintenance and new construction projects.
Knowledge of Work Zone Traffic Control and Maintenance of Traffic (MOT) standards.
Knowledge of contract administration and negotiation practices.
Knowledge of Florida Department of Transportation (FDOT) specifications, index drawings, and roadway design and maintenance standards.
Knowledge of SWFWMD, FDOT, and FDEP construction requirements.
Proficiency in Microsoft Office applications, including Excel, Access, PowerPoint, and Word.
Working knowledge of ESRI GIS software.
Knowledge of computer-aided design and drafting (CADD) software and mathematics through trigonometry.
Ability to establish and maintain effective working relationships with the City Manager, department heads, elected officials, the public, engineers, architects, contractors, and employees.
TRAINING, CERTIFICATIONS, AND EXPERIENCE:
Graduation from an accredited four-year college or university with a bachelor’s degree in Civil Engineering, Business Administration, Public Administration, or a closely related field, and eight (8) years of progressively responsible administrative or supervisory experience involving contract administration, personnel management, and budget preparation for a department responsible for the construction and maintenance of roadways, stormwater systems, potable water, wastewater, and reclaimed water utilities.
A comparable combination of directly related education, training, and experience may be substituted for the minimum educational requirements at the City’s discretion when qualified candidates meeting the stated requirements are not available.
SPECIAL REQUIREMENTS:
Must possess a valid Florida driver’s license and the ability to operate a motor vehicle. Must possess or obtain Florida Department of Environmental Protection (FDEP) Qualified Stormwater Management Inspector Certification within one (1) year of employment. Must possess, or obtain within one (1) year of employment, all Federal Emergency Management Agency (FEMA) Incident Command System (ICS) certifications required to serve as an Incident Commander.
This position is designated as essential personnel and is required to report for duty during emergency situations, including but not limited to floods, hurricanes, tornadoes, sinkholes, and water or sewer system failures, in order to protect public health and safety. All City of New Port Richey employees are required to complete a Disaster Response Survey and may be required to report to work during a declared disaster.
The employee must reside within a reasonable distance of the City to allow response to emergency call-backs and be able to report to the work site within thirty (30) minutes.

Physical Ability:
Requires sedentary work that involves walking or standing some of the time and routine keyboard operations. The job risks exposure to no significant environmental hazards. The job requires normal visual acuity, and field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception. Ability to stand and sit for periods longer than 30 minutes but not to exceed four hours consecutively. Ability to climb stairs and ladders occasionally. Ability to lift boxes not exceeding 25 pounds occasionally.
Sensory Requirements:
Ability to hear, speak and understand conversation in English in various tones of voice, as well as accents or rapidly spoken words. Ability to see, read and comprehend letters, numbers, words characters or symbols which are both large and small. Ability to print and draw letters, numbers, words, characters and symbols which are legible and understood by others. Ability to learn tasks and remember how to complete tasks without assistance once trained.

Ability to deal with stress related to routine deadlines and occupational problems, which demand immediate attention. Necessity to multi-task successfully. Ability to accept decisions made by others that may be in opposition to your own views. Ability to deal with both legislative and administrative personnel of the City in both a professional and tactful manner.
