The City of Avondale is accepting applications for the position of Development & Engineering Services Director. This is a full-time position, FLSA exempt with benefits. Open until filled.
Directs and supervises the personnel and functions of the Development and Engineering Services Department. Oversees, directs and coordinates the work of all divisions and the interface of these functions with other departments. Provides professional and technical support to the City Manager's Office, City Council and other boards and commissions. Provides excellent customer service to the existing businesses and residents throughout the City and supports new business and economic development programs. Implements the Strategic Plan, General Plan, Sustainability Plan, Capital Improvement Program, and development initiatives. Proposes new infrastructure projects, pavement preservation schedules, and oversees the development and ongoing expenditures of the department budget and the City's infrastructure budget.
Plans, organizes, manages and directs the activities, programs, and services of the respective department and the divisions. Makes decisions on operational and managerial problems, long-range plans, programs, and capital improvement plans. Is a consensus builder and collaborator who takes the initiative to resolve issues expeditiously and works as a team. Is a member of the City's leadership team and works across divisions and departments to create a seamless plan review process for the customer.
Responsibilities include providing guidance and direction to citizen advisory boards and other supportive agencies, preparing presentations and reports for City management and council, reviewing the general operation of the department to determine efficiency, providing direction on major projects or problem areas, and developing and implementing policies and procedures applicable to the administrative functions, as well as providing overall policy guidance. In addition, the Director is responsible for overseeing the development, preparation, and implementation of the department budget. Department divisions include: Planning, Building, Engineering, Sustainability, Transportation, Code Enforcement, and Transit.
Oversees the direction of departmental divisions by providing direction to division managers, overseeing and creating department goals, policies, and procedures, and authorizing and overseeing department personnel and budget decisions.
Prepares and presents technical information and direction at meetings with City staff and developers and at inter-agency or regional meetings. Provides technical background and professional opinions to the City Manager's Office and communicates the staff recommendation on development related matters for City Council consideration and approval.
Researches and conducts presentations of regulatory documents, specific plans, and guidelines. Prepares long range plans and identifies market trends and long term development patterns.
Guides developers through the development/redevelopment process by coordinating site selection and negotiating land assembly and project funding. Establishes control systems to ensure timely and effective project implementation. Gathers public input and creates transparency with respect to the City's development projects, and makes final recommendations to the City Manager.
Oversees the City's Capital Improvement Program and budget, project schedules, funding, construction process, the procurement of goods and services for capital projects, grant applications, and the department operating budget. Assists in resolving contract disputes with design, construction, and development contractors.
Participates in major departmental personnel actions by selecting, training, motivating, and evaluating personnel, providing staff training, and working with employees to correct deficiencies. Sets department policy and operating procedures, resolves scheduling and resource conflicts, and reviews and approves major department programs and projects.
Reviews and analyzes information, reports, and statistics on department operations to determine needs and assess progress in fulfilling department objectives. Provides continuous effort to improve operations, decrease turnaround times, streamline work processes, and provide quality customer service.
Implements electronic permitting and inspection modules. Provides general guidance to planning staff regarding land use and zoning issues and to building staff regarding code and inspection issues. Provides technical assistance on design, impact fees, and change order issues.
Responds to inquiries, suggestions, complaints, and other comments from the public, the news media, and other interested and affected groups.
Bachelor's degree in a related field. Master's degree in related field, preferred.
Ten (10) years of municipal government experience in a similar department capacity, managing daily operations, supporting a City's Strategic plan, and working at a similar sized City.
