Description
This is highly responsible management and complex professional administrative work planning, organizing, staffing, directing, and controlling the activities of the City’s Public Utilities department. Emphasis of the work is to provide management and monitoring of all operations of the Public Utilities which include Engineering and Inspections, Capital Improvement Projects, Water Production, Water Quality, Water Distribution, Utility Maintenance, Sanitary Sewer System, and Administration. Responsible for the formulation and administration of an extensive departmental budget; conducts short and long term planning; reviews and approves technical and engineering projects and functions; coordinates and participates in various meetings and conferences; etc. This position ensures compliance with applicable rules, regulations, policies and procedures. This position is exempt under the Fair Labor Standards Act and reports to the City Manager. ADA REQUIREMENTS: Individual’s sensory modalities (vision and hearing) and physical capabilities (ambulation, strength, coordination, dexterity, range of motion) must be sufficient to perform the Essential Functions of the position.

Directs and manages the Public Utilities Department consistent with the City’s goals and initiatives ensuring high-quality customer service, professional standards and quality controls.
Responsible for the preparation, review, and update of departmental budgets; monitors expenditures and revenues accordingly; and reviews and approves purchasing requests.
Establishes and implements operating policies and programs and ensures enforcement and compliance with same; or recommends changes in policy, organization, and procedures as appropriate.
Provides supervision, direction, review and approval of technical and engineering functions and operations of the department.
Directs and supervises personnel which include instructing; assigning and reviewing work; planning; maintaining standards; coordinating activities; allocating personnel; acting on employee problems selecting new employees; and approving transfers, promotions, disciplinary actions and salary increases.
Performs field inspections of all public Utilities operation sites.
Corresponds with citizens and resolves citizen complaints to ensure quality service is delivered to all citizens.
Obtains and administers all federal, state and local grant funds.
Formulates and administers citywide Capital Improvement Program budget to include bid formulation and supervision of construction projects.
Prioritizes allocation of personnel and departmental funds to meet current and future needs to include unexpected and unbudgeted projects, crisis situations, etc.
Exercises authority for departmental personnel actions consistent with collective bargaining agreement, Civil Service Rules and other applicable rules and regulations.
Coordinates activities with multiple governmental agencies at all levels to include Federal Park Service, FEMA, State, FDOT, County, etc.
Receives and reviews various reports and documents to include purchase order requisitions, employee evaluations, accident reports, bid specifications, weekly departmental reports, monthly departmental reports, work order requests, special project reports, etc.
Negotiates to reconcile different points of view to make constructive policy recommendations.
Facilitates Public Utilities Commission meetings.
Performs related work as required.
Minimum Qualifications
Requires a bachelor’s degree from an accredited college or university with major course work in engineering, public or business administration or related field. Must have ten (10) years of thorough experience in the operation and planning of engineering, water, wastewater, grant administration, rates and financing, contracting, and administration; or any equivalent combination of education and experience which provides the required knowledge, skills and abilities. Must possess a valid Florida driver’s license. Must be a Professional Engineer (P.E.).

Supplemental Information
Extensive knowledge of all policies, procedures, regulations, requirements, activities, and methods of the Public Utilities Department.
Thorough knowledge of the principles of organization, planning, development and implementation of responsibilities as they relate to the activities of the Director of Public Utilities.
Has thorough and comprehensive knowledge of administration, warehouse, civil engineering, personnel administration, operations, water and sewer operations, financing, and rates, management budgetary control, planning and other related subjects as applied to overseeing and coordinating departmental operations and functions.
Considerable knowledge of regulatory agency standards, guidelines and requirements.
Has the ability to communicate effectively with a variety of public and private groups as prescribed; has the ability to made effective oral presentations.
Able to use independent judgment and discretion in supervising subordinates including handling of emergency situations, determining and deciding upon procedures to be implemented, maintaining standards, setting priorities, and resolving problems.
Thorough knowledge of applicable Federal, State, and City laws and regulations relating to departmental operations and reporting requirements.
Ability to plan, organize, and supervise, through various levels of subordinates, the work of all departmental employees in a manner conducive to full performance and high morale.
Ability to identify problem areas, analyze and recommend solutions regarding the efficiency and effectiveness of departmental operations.
Ability to establish and maintain effective working relationships with other employees, supervisors, departmental officials, officials of other agencies, and the general public.
Must be physically able to operate a variety of types of office machines.
Must be physically able to exert up to twenty pounds of force occasionally and/or up to ten pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.
Work involves reaching, pulling, pushing, stooping, kneeling, crawling, crouching, and balancing, etc. for periods of time.
