Situated on the picturesque Kachemak Bay in south-central Alaska, Homer boasts a vibrant community and diverse economy driven by industries such as commercial fishing, tourism, and government. Accessible by land, sea, or air, Homer enjoys a moderate climate influenced by the nearby Pacific Ocean, offering milder winters and cooler summers compared to inland areas.

Incorporated on March 31, 1964, the City of Homer operates under a Council-Manager form of government. With a population of approximately 6,000, Homer is a first-class general law municipality governed by a mayor and six Council members. The Council plays a crucial role in setting policies, adopting ordinances, and allocating funding through the annual Municipal budget.

With a budget of $26.8 million, the City of Homer provides essential services including police, fire and EMS, public works, port and harbor management, library services, and administration. As a contract position, the City Manager serves at the pleasure of the City Council. Salary and benefits will be determined based on qualifications and negotiated after an offer of employment has been made.
