Cheltenham Township (population 37,000; 9.06 sq. mi.) in Montgomery County, PA seeks a dynamic, skilled, and experienced leader to serve as its full-time Township Manager.

The Township Manager reports to a seven-member Board of Commissioners and, in accordance with our first-class township’s Home Rule Charter, has the authority to direct and supervise all day-to-day operations of the Township, serving as the central point of contact for the Board, staff, and community. The Township Manager administers an annual General Fund budget of more than $40 million and a Capital budget of approximately $17 million, while overseeing nine highly-educated, experienced department heads and approximately 200 FT/150 PT employees in departments of Police, Administration, Finance, Human Resources, Public Works (including Refuse/Recycling and Leaf Collection), Parks & Recreation, Emergency Medical Services, Planning/Zoning, and Code Enforcement.

Cheltenham is a historic suburban municipality located approximately 20 minutes from Center City Philadelphia. With five train stations, multiple bus routes, a diverse housing stock on tree-lined streets, neighborhood commercial districts and beautiful parks, Cheltenham has a lot to offer. Cheltenham is also known for its active and involved Board that represents a diverse and engaged citizenry.

Over the past three years, Cheltenham’s staff and leadership has shifted, with a significant number of retirements in addition to furloughs required during the pandemic. Cheltenham’s next manager will be charged with guiding the Township through substantial change while remaining sensitive to its history and tradition. The new manager will focus on planning for the future of the Township’s 16 facilities (which include administrative buildings, two pools, two community centers, and multiple libraries), enhancing economic conditions in the Township, managing a new stormwater program through its separate enterprise account, and empowering an excellent team of staff to attain the Township’s goals and vision. Cheltenham’s next manager will apply his/her extensive experience in management and complex problem-solving to address internal processes and enhance service delivery in the Township by strengthening infrastructure, policies, and procedures. The Township Manager will be expected to clearly understand and articulate the goals of the Township in order to bring actions into alignment with them.

The successful candidate will demonstrate a strong background in economic development, resource management, and relationship building. Required attributes for the job include transparency, honesty, integrity, fairness, thoroughness, and accountability. Conscientiousness, creativity, and a sense of humor are also valued. The manager must be a strong leader who will create a supportive, empowering culture for Township staff and stakeholders and cultivate the trust of the community.

Candidates should have (1) a minimum five years of progressive municipal management experience in a municipality of similar size and complexity; (2) knowledge of modern local government management principles, practices, programs, and innovations; (3) a Master’s Degree (or equivalent) in a related field; and (4) demonstrated dynamic leadership ability as well as very strong organizational skills. Salary is competitive and commensurate with experience with an excellent fringe benefit package. The Home Rule Charter requires that the Manager reside within Cheltenham Township.
