Position Summary

The Finance Director under the general direction of the City Clerk/Administrator, plans, organizes, directs, coordinates and evaluates all activities and programs of the Finance Division and performs related work as required. The Finance Director is an administrative position and is responsible for all activities and the Finance functions of the Administration department, including supervision of all Finance employees. The Finance Director exercises considerable independence, initiative, professional skill and judgment.

Principal Duties and Responsibilities
The following duties, responsibilities and expectations are not necessarily limited to the following, and are not enumerated in any particular order or priority. At any particular time the frequency or duration with which one or more of the following specific duties is performed may vary widely.

1. Plans, organizes, directs, coordinates and evaluates all activities and programs of the Finance Division.
2. Supervises, reviews and participates in the development of general procedures, methods, and evaluation of results of the various activities of a financial nature, including finance administration, financial reporting, annual audit, payroll, licensing, accounts payable, purchasing, treasury management, investments, tax assessments, cash receipts, budgeting, etc.
3. Confers with and advises subordinate personnel concerning difficult work problems, and the development and installation of new work procedures and policies.
4. Plans, implements and reviews goals and objectives and standards to accomplish goals and objectives.
5. Plans and assigns work to Finance personnel; supervises all division personnel.
6. Serves as chief budget officer; assists departments with budget preparation; assists with budget revisions.
7. Prepares and/or supervises the preparation of monthly, quarterly, and annual financial reports as required.
8. Coordinates and reviews all accounting functions of the city; facilitates the preparation of the CAFR; coordinates the annual audit; prepares forecasts; implements new accounting standards; and prepares and updates financial policies.
9. Coordinates, manages and monitors cash and debt management. Coordinates city debt issuance for capital improvement projects.
10. Administers the city’s investment program.
11. Administers the city’s comprehensive risk management program.
12. Administers the city’s tax increment financing (TIF) district and transportation development district (TDD) responsibilities.
13. Serves as the Secretary to the Board of Trustees of the City of Brentwood Police and Fire Fighter’s Pension Plan.
14. Insures timely and accurate processing of payroll, and payroll taxes, preparing and forwarding required payroll reports, processing W-2 Forms, etc.
15. Insures payroll compliance with all appropriate local, state and federal regulations.
16. Supports Ways and Means Committee and Board of Aldermen by preparing agenda items and attending committee and board meetings.
17. Prepares all financial data relating to state and federal grants.

• Extensive knowledge of the principles and practices of municipal finance administration and accounting
• Extensive knowledge of the principles and practices of municipal budgeting
• Extensive knowledge of the laws, ordinances, rules and procedures relating to financial records preparation, retention and preservation
• Extensive knowledge of the functions, structure, and operating routines of municipal government
• Extensive knowledge of basic accounting
• Extensive knowledge of banking practices
• Extensive knowledge of automated data processing systems, principles and techniques.
• Extensive knowledge of business English and arithmetic
• Extensive knowledge of modern office practices, procedures, equipment, and techniques
• Extensive knowledge of computers, calculator, copier, and related office equipment
• Extensive knowledge of payroll function
• Ability to plan, organize, assign and supervise the work of subordinate personnel engaged in a variety of financial activities
• Ability to develop and administer sound financial management systems and procedures
• Ability to work with confidential information
• Ability to communicate effectively, orally and in writing
• Ability to prepare and maintain accurate records and reports in a timely manner
• Ability to perform detailed analysis of accounts; to work without direct supervision; and to understand and follow complex oral and written instructions
• Ability to respond courteously and informatively to citizen requests for information
• Ability to establish and maintain effective working relationship with officers and employees, and the general public.

Minimum Requirements – Education, Certification, and Experience

1. The successful candidate will have a well-rounded finance background of at least ten years of broad and extensive experience in finance activities (preferably municipal finance)
2. Four years at a division management level or higher, including extensive knowledge of the principles and practices of the full range of financial management duties in the areas of financial planning/analysis, purchasing, revenue collection, and practices of municipal budget development
3. BS/BA degree in finance, accounting or a closely related field

Preferred Qualifications – Education, Certification, and Experience

1. CPA preferred
2. MBA/MPA is highly desirable

Work Environment

• Must frequently refine existing work methods and develop new techniques, concepts or programs within established limits or policies
• Work is reviewed through oral and written reports
• Assignments require analysis of figures, data trends, and results of all financial transactions/practices that directly affect the policy of the city.
• Regular use of confidential information is the norm.
• Work is typically performed indoors at a desk or table with intermittent sitting, standing and stooping
• Must lift light object (less than 25 pounds) as a requirement of the job.

Contacts

Frequent contact with federal and state officials and administrators, the general public, and internal contacts requiring tact and diplomacy are requirements of the job.
