Located in the northwestern portion of Warren County, our eastern border is I-75 which provides ideal access for our industrial partners, retail businesses, and residents. Our western border is graced by the Great Miami River.

Leadership: Franklin is a council-manager government. Council is the governing body and the City Manager is the chief administrative officer. Council consists of seven members, who elect their own Mayor and Vice-Mayor. The City Manager directs and oversees the administration of the Finance Department, the Public Works Department and the Safety Department. He is also the City’s Personnel Director, and appoints all City employees, except for the Clerk of Council, Finance Director and Law Director, who are appointed by Council.

Finance Department: The City’s Finance Department consists of three Divisions: Finance, Income Tax, and Utility Billing. The team consists of six full time employees and one part-time employee. The Finance Director manages four direct report and leads the entire team to success with productive communication and feedback.

The Finance Director is a collaborative leader, ready for a challenge, and eager to join the leadership team on the journey to transform our community.

Purpose Driven: You are dedicated, curious, and able to balance the needs of the community with the City’s financial goals. You offer business and financial planning expertise and experience, able to compile and evaluate complex project and operating budgets, and have a working knowledge of public financing options fundraising capacity.

Competent: You are able to make clear and effective presentations to City Council and other stakeholders and have the ability to maintain effective relationships with City Council members, community officials, leaders, organizations, the public, and staff.

Experienced: You possess a degree in accounting, business, public administration, or related field and have a minimum of three years’ experience in public finance administration and supervision. You have thorough knowledge of administrative policies governing public sector financial practices and procedures. You are familiar with government standards and accounting protocol as well as Generally Accepted Accounting Principles (GAAP).

Compensation & Benefits
The salary range for the Finance Director is $81,746 - $101,872. In addition to salary, the City of Franklin offers a competitive benefits package including fully paid OPERS retirement benefits, health, dental, optical and life insurance, and generous paid time off. Highlights include:

Health & Wellness: In addition to robust insurance options, a Wellness Program is provided for under the Ohio Benefits Consortium and offers monthly financial incentives for participation in wellness initiatives.

Retirement: Ten percent (10%) of the statutory required employee contribution to the Ohio Public Retirement System (OPERS) as applicable, will be picked-up by the City.

Paid Time Off: Twelve paid holidays and four personal leave days in addition to vacation and sick leave.
