ANNUAL SALARY: $50,000 - $66,604 Annually
FULL-TIME, EXEMPT POSITION WITH BENEFITS
Office Hours: Mondays – Fridays, 8:00 a.m. to 5:00 p.m.

POSITION SUMMARY
At the direction of the Village Manager, provides varied and complex independent management and operational analysis in support of a department or division; uses independent discretion to conduct a variety of organizational, operational and administrative analyses; directs and manages community outreach and community relations on behalf of departments, divisions, and the Village including serving as the Village liaison to various citizen-based committees; and performs related work as required. Exercises functional supervision over technical staff, clerical staff, contractors, and contracts within the Village Manager’s Office.

SELECT DUTIES AND RESPONSIBILITIES
• Independently produce program, alternatives analyses, and reports by means of “white papers” on behalf of the Village Manager involving fiscal or operational alternatives.
• Draft new policies or legislation and assist the Clerk’s Office with same as necessary.
• Assist Grant Manager as needed.
• Assist with emergency preparedness and response, including hurricanes, and regularly maintain and update the Village’s Continuity of Operations Plan (COOP) alongside the Village Clerk.
• Draft, format, design, and generate press releases summarizing Village programs, policy proposals, goals, and relevant information as required.
• Maintain, develop, and direct all aspects of the Village’s social media and online presence including Facebook, Nextdoor, LinkedIn, Constant Contact, etc. alongside the Village’s main website.
• Attend, present at, and direct various community organization, business, Village Council, or other agency meetings on behalf of the Village Manager’s Office when required.
• Pursue continuing education through professional or universities such as the Florida League of Cities, Florida Municipal Communicator’s Association, and the Florida City and County Management Association.
• Maintain Village databases for tracking information and reporting purposes and assist departments and divisions as needed with their information.
• Develop various process and technology improvements for Departments and Divisions and assist Village Information and Technology services with regular activities.
• Serve as project manager and contract administrator for various professional services or vendor contracts, including evaluating invoices for payment, and negotiating contract terms and conditions.
• Assist Departments and Divisions, including Finance, in preparing annual budgets for programs, departments, or sections of the Village where required.
• Other duties may be required as assigned.

REQUIREMENTS AND QUALIFICATIONS
• Bachelor’s Degree or equivalent in Public Administration, Public Policy, Political Science, Business or a related field from an accredited college or university
• Three (3) years of experience in providing professional-level administrative or operational support in a municipal, county, state, or other government agency. A Master’s Degree or equivalent in an associated field may substitute for the required government experience.
• Any equivalent combination of the above education, certification, training and/or experience
• Strong and effective oral and written communication skills
• Proficiency in typical office computer systems and software, with advanced skills in Microsoft Office
• Valid Florida driver’s license
• Availability to work nights and weekends
• Proficiency in the use of various social media outlets
• The ability to speak Spanish is desirable, but not required
• Previous website management experience is desirable, but not required

SPECIAL CONSIDERATIONS
Certain essential village services are required to be maintained in any civil emergency (i.e., hurricanes). Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency. Depending on the nature of the emergency, employees may be called upon to perform tasks outside of their daily duties.
