The Committee on Professional Conduct (CPC), an ICMA Executive Board committee, investigates ethics complaints, determines when a violation of the Code has occurred, and recommends sanctions. The CPC also recommends changes as needed to the Code of Ethics and the procedures used to enforce the Code.

At its February 24 meeting, the CPC took the following actions:

  • Recommended that the ICMA Executive Board publicly censure and expel a member for conduct that violated Tenet 7 and to publicly censure and bar another  member for conduct that violated the law and Tenet 2 and 3.
  • Issued two private censures for a violation of Tenet 7 and for conduct that violated the law and Tenets 2 and 3.  

In reaching a recommendation, the CPC considers the unique circumstances of each case. The nature of the violation, individual’s ethical track record, the willfulness of the conduct and level of professional or public responsibility of the individual all factor into the CPC’s decision making process.
