About the Division Chief, Training Position
The City of Boulder is seeking a forward-thinking Division Chief, Training to lead and enhance the department’s training programs. This critical leadership position is responsible for assessing training needs, developing curriculum, and overseeing training for department personnel, including multi-company and mutual aid drills. The Division Chief ensures compliance with state EMS training requirements and manages training records, budgets, and scheduling while leading recruit and probationary firefighter training.

Collaboration is central to this role, as the Division Chief, Training works closely with leadership and peer Division Chiefs in EMS, Fire Marshal, Logistics, Operations, and Wildland divisions to align training initiatives with departmental goals. They actively coordinate external training opportunities, evaluate field operations at major incidents, and represent the department at regional training forums. The Division Chief also plays a pivotal role in workforce development, leading recruitment, hiring, and promotional processes to build a well-supported and future-ready organization.

The Division Chief, Training also contributes to broader departmental goals, assisting in the development of policies, procedures, and service levels to enhance emergency response. They act in a command or general staff role during major emergencies and play an active part in maintaining discipline, addressing grievances, and ensuring alignment with departmental and City policies. In alignment with department goals, they also promote diversity, inclusion, trust, and accountability, fostering a culture of transparency and empowerment.

Qualifications
A minimum of eight (8) years of progressive fire service experience, including at least three (3) years as a company officer. Experience as a Training Officer, including joint and regional training, curriculum development, and EMS training, is essential. Experience leading recruitment, hiring, promotional processes, or workforce development initiatives is highly valued. Direct operations experience in a municipal fire department of similar size and scope is ideal. Prior experience in a labor environment is strongly preferred. ICS knowledge and understanding are essential, with Blue Card knowledge ideal. Bilingual abilities are beneficial.

A bachelor’s degree is required, ideally in Public Administration, Fire Science, Business, Political Science, Fire Protection Engineering, or Education, or an Executive Fire Officer certification. Fire Instructor III certification is ideal, as is a Live Fire Instructor credential. National Registry Paramedic certification is desired. A valid Colorado driver’s license (or the ability to obtain a Colorado license) and acceptable motor vehicle driving record is required.

Compensation
The salary range for the Division Chief, Training is $159,855 – $185,777, with an anticipated hiring range of $159,855 – $180,593, and will depend on the qualifications of the successful candidate.
