TOWNSHIP MANAGER— East Cocalico Township (population approximately 11,000 residents), Lancaster County, PA seeks an experienced innovative leader to serve as its Township Manager. The Manager serves as the CEO for the Township and oversees the administrative operations, & coordinates with the three-member Board of Supervisors, staff, & community. The Township is a full-service municipality with Police, Public Works, Storm Water Management, Community Development (Planning, Codes and Zoning), Human Recourses, Finance and Administration. The Township Manager is not directly responsible for the Police Department, but they are expected to have a good working relationship with the Chief of Police to ensure adequate and appropriate resources are available to maintain the high level of service the Community has come to expect. The Townships General Fund has a budget of approx. $6.6 and there are additional funds totaling 2.1 million dollars for street lights, fire hydrants, recreation, capital reserve, traffic impact, and liquid fuels. The Township currently employs 27 full time, 2 part time, and 8 seasonal employees. The Supervisors are seeking a skilled, collaborative, and proactive community-oriented leader. Candidates should have (1) Five years of executive municipal government or a combination of executive level, municipal and private sector experience; (2) strong financial skills including in depth knowledge of Fund Accounting and Multi-Fund multi-year (5 years) budgets (3) Bachelor’s Degree in Political Science, Public or Business Administration with a Master’s Degree preferred, however a combination of extensive executive management and continuing education could be considered. Finally, (4) strong communication and interpersonal skills especially with the public is desired. The salary range is based on experience/qualifications with a range of $110K to $140K and is negotiable. The township has a full benefit package with a township matched defined contribution pension plan.
