City of Del Rio, TX

Del Rio, with a population of more than 35,000 is the county seat of Val Verde County in southwestern Texas and situated 152 miles west of San Antonio. Located within six miles of its namesake, the Rio Grande River, Del Rio is connected to its sister city, Ciudad Acuña, by the Del Rio-Ciudad Acuña International Bridge. Del Rio lies on the northwestern edge of the South Texas Brush Country, near the southwestern corner of the Edwards Plateau, which is the western fringe of the famous oak savanna covered Texas Hill Country. The area is dotted with numerous small springs, including San Felipe Springs, which provides a constant flow of water to San Felipe Creek. The creek supplied fresh water for drinking and irrigation to early settlers of Del Rio and still serves as the town's water supply to this day.

The position of City Manager, serves as the chief administrator of the City effectively administering the affairs of the City in accordance with the directives and policies established by the City Council and Local, State and Federal laws. The City Manager serves under the direction of the City Council and is responsible for making recommendations to the council concerning programs and policies and developing methods to ensure the effective and efficient operation of city services. The City Manager promotes a harmonious work environment as one where everyone is treated with dignity and respect, and no one is subjected to harassment and to the benefit of increasing safety, productivity, and efficiency. The City Manager coordinates and administers the implementation of policies, procedures and ordinances that will provide for the sustainable, managed growth of the city.

Del Rio operates with a Council-Manager form of government. The City Council comprises the Mayor and six council members. Three council members are elected by district, while three council members and the Mayor are elected at-large. The Mayor and council members serve four-year terms with a two-term limit. The City Council appoints the City Manager, City Secretary, City Auditor, Municipal Court Judge, and City Attorney.

The City Manager serves as the Chief Executive Officer of the organization and is responsible for leading the organization in its day-to-day operations and carrying out the policies and goals set by the City Council. The City Manager effectively administers the affairs of the City in accordance with the directives and policies established by the City Council and local, state and federal laws and serves under the direction of the City Council and is responsible for making recommendations to the council concerning programs and policies and developing methods to ensure the effective and efficient operation of city services. Additionally, the city manager coordinates and administers the implementation of policies, procedures and ordinances that will provide for the sustainable, managed growth of the city.
The well qualified applicant will have obtained a Bachelor’s degree from an accredited university, and a Master’s degree in public administration, Business Administration or closely related field is highly desirable. Must have over five (5) years of progressively responsible administrative and executive management experience in municipal government or public administration, and is a a Certified Public Manager (CPM) or able to obtain CPM within two years of employment. Additionally, the applicant must have a valid Texas Drivers’ License Class C, or if an out of state candidate, must be able to obtain a valid Texas driver's license within 90 days of hire. Also must be able to complete and pass intensive background check, and required to reside within the city limits of the City of Del Rio, Texas.

The knowledge, skills and abilities of the applicant will include a knowledge of modern and highly complex principles and practices of municipal administration, organizations, functions, and services. A considerable knowledge of the operations typical of municipal services and knowledge of human resource management, personnel selection, supervision, training, and evaluation. Knowledge of applicable federal, state, and local laws, rules and regulations pertaining to local government operation, skills and ability to interpret and communicate to other rules, regulations, and guidelines prepared by state and federal agencies on a variety of programs. The ability to apply general management principles to complex situations; gather, compile, analyze and evaluate a variety of administrative challenges and make sound policy and procedural recommendations in a fair and consistent manner. The applicant must have good interpersonal skills to deal with the public, with the ability to establish and maintain effective working relationships with officials in local, state, and federal government, the public, and news media. The applicant should be skilled in preparing and administering municipal budgets and planning, directing, and administering municipal programs. Candidate must possess effective oral and written communication skills and have the ability to respond to emergency and problem situations constructively and develop effective resolutions. Additionally, the candidate must have the ability to negotiate and handle sensitive matters of a confidential, political, and/or sensitive nature. Applicant should have excellent computer skills including knowledge of standard word processing and spreadsheet software. The ability to gather, compile, analyze, and evaluate data and make sound decisions as it applies to providing services. Recognize, evaluate, and respond adequately to a variety of policy issues faced by the city. Ability to practice successful time management skills, to provide leadership and direction contributing to the success of the organization and its strategic priorities by forging a vision of the future. To plan, initiate and implement change of policies, practices, and behaviors overcoming potential resistance, conflicting expectations, and controversy.
