FIRE CHIEF

The City of Portland is seeking a Fire Chief to join its leadership team in managing Maine’s largest and most complex municipality. Portland's Fire Department is more than 240 years old and is Maine’s largest and most sophisticated department. With 211 sworn positions, the department responds to 5,250 fire service and 13,800 EMS calls annually. It has ten stations, including the Air Rescue Station at the Portland International Jetport and a station on Peaks Island.

The Fire Chief reports to one of the two Assistant City Managers, and provides overall direction and leadership of the City’s Fire Department. The Chief is responsible for planning, organizing, setting objectives, formulating policy, and directing and evaluating the activities and programs of the Department. The Chief is responsible for ensuring that the department provides high-quality services while operating within the allocated budget and effectively managing its financial performance. As a critical member of the City’s leadership team, the Chief shares the collective responsibility for the success of the entire City. As part of that, they collaborate extensively with other department directors, and also liaise with and support the City Council and Council Committees. The Chief represents the Department and the City in the community and during annual district meetings.

Desired Qualifications:
• A four-year degree in management, public administration, fire science, or a related field, along with ten years of progressively more responsible experience in the fire service; or a combination of experience and education that provides the required knowledge, skills and abilities.
• Excellent oral and written communication skills.
• Knowledge of the principles of public administration with special reference to personnel and budget administration.
• Thorough knowledge of modern developments in the fields of firefighting, EMS, emergency management, and related activities. Certification as an EMT or Paramedic preferred.
• Thorough knowledge of National Fire Protection Association standards, safety standards, and other relevant laws, regulations, and codes.
• Ability to analyze the department’s effectiveness in relation to changing conditions in the City, and to develop and implement innovative practices and programs that improve department performance.
• Ability to plan, assign and direct the work of a number of subordinate operating units; and to develop, coach, and mentor employees and succession plan for the department’s future needs.
• Ability to conduct oneself with tact and diplomacy and maintain good relationships with City officials, employees, and the general public.
• Ability to direct the operations of personnel and equipment under emergency situations.
• Ability to work effectively with diverse populations.

Salary & Benefits:
This is a non-union position (E83) - The full salary range for this position is $129,633 - $164,244, annually depending on skills and experience.
