At its June 4, 2016, meeting, the ICMA Executive Board voted to approve the recommendations of the ICMA Committee on Professional Conduct (CPC) following formal reviews conducted by the CPC:

  • David Uhl, village manager, Dundee, Michigan, was publicly censured and permanently barred from future membership in ICMA for conduct that violates Tenet 7 of the ICMA Code of Ethics. Uhl is a candidate for the elected position of Monroe County sheriff while serving as the appointed village manager of Dundee. Of note, Uhl’s membership in ICMA was listed as a credential in media reports announcing his candidacy.
  • David Cavazos, city manager, Santa Ana, California, was publicly censured for conduct that violates Tenets 3 and 12 of the ICMA Code of Ethics. Cavazos is currently engaged in a personal relationship with a city employee. The executive board emphasized that these relationships create a conflict of interest; expose the organization to potential liability; and strain the relationships between the manager and employees and among employees.
