PURPOSE OF THIS POSITION:

The purpose of this position includes overseeing the Taxpayer Services program to ensure the effective and efficient receipt of tax revenues, while also assisting in the facilitation and development of the organization's annual operating and capital improvement budget. The goal is to contribute to successful outcomes by ensuring fiscal responsibility, optimizing revenue collection, and aligning financial resources with strategic priorities.

As a municipal organization, Greenwood Village is an emergency provider of services. Some emergency situations, including weather related emergencies, may necessitate Greenwood Village employees to assist in areas of work which may not be directly related to the employee’s specific job function, but which will be within the physical capabilities, training, and skills of the employee.

A. Administrative and Supervisory Functions

1. Supervises, plans and coordinates tax functions and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

2. Participates in the development and implementation of goals, objectives, policies, and priorities for tax functions; recommends and implements policies and procedures.

3. Identifies opportunities for improving tax audits according to existing tax codes and generally accepted accounting principles; identifies resource needs; reviews with appropri¬ate management staff; implements improvements and procedures.

4. Assists in selecting, training, motivating, and evaluating personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

B. Public Relations

1. Provides information and assistance to the public, answers tax related questions.

2. Makes presentations to various groups and organizations; educates the public on tax laws and practices.

3. Prepares a variety of educational material.

C. Auditing Functions

1. Advises and assists staff in conducting complex tax audits.

2. Coordinates with auditing staff, legal staff and other appropriate staff members; resolves concerns and differences.

3. Interprets and explains City tax ordinances, drafts policies as appropriate.

D. Budget Development

1. Assists in the preparation of the annual operating and capital improvement budget document to include the accurate input of financial information, developing and/or updating of budget templates, and compilation of information.

2. Aids in coordinating the annual budget preparation process, helping to develop and maintain a detailed budget timeline, ensuring departments meet established deadlines for submitting budget proposals and that all necessary information is properly received and organized.

3. Prepares and formats comprehensive budget documentation, including detailed reports, summaries, and supporting materials, ensuring that key assumptions and allocations are clearly organized.

4. Assists in compiling the final operating and capital improvement budget once all departmental submissions are reviewed and adjusted, preparing the documents for presentation to the governing body.

5. Coordinates the publication and distribution of the approved budget by ensuring the finalized budget documents are properly formatted and disseminated to relevant stakeholders in a timely manner.

6. Assists in tracking actual expenditures against the approved budget, helping to update budget reports, flagging significant variances for further review, and processing amendments as necessary.

E. Miscellaneous Functions

1. Researches and compiles statistical data related to City revenues, including rebate/GED programs, and assists in tax revenue reporting for the annual audit.

2. Interprets and applies tax ordinances to the activities of the Tax Section; ensures that Tax staff operates within guidelines set forth by City Ordinance; drafts and recommends ordinance revisions to the City Council and/or City Manager.

3. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of accounting and tax auditing.

4. Performs related duties and responsibilities as required.

POSITION REQUIREMENTS:

Knowledge and Ability Requirements:

Knowledge of:

Operational characteristics, services and activities of a tax program.

Generally accepted accounting principles.

Taxation principles.

Modern theories and practices of auditing.

New developments and current literature in tax accounting.

Principles of supervision, training and performance evaluation.

Pertinent Federal, State, and local laws, codes and regulations.

Budgeting best practices as outlined by the Government Finance Officers Association (GFOA).

Ability to:

Supervise and coordinate the work of lower-level staff.

Select, supervise, train and evaluate staff.

Perform complex tax audits.

Interpret and explain City policies and procedures as related to taxes.

Interpret tax ordinances and policies.

Prepare clear and concise reports.

Communicate clearly and concisely, both orally and in writing.

Collaborate effectively with departments to ensure budget proposals reflect organizational priorities.

Employ advanced financial modeling and forecasting to facilitate data-driven budget recommendations.

Meet the physical requirements of the position including frequently sitting at computer for several hours; walking or standing for brief periods of time; talking to and hearing customers on telephone and in person; using hands to finger through files and control objects; reaching with hands and arms; and stooping, bending, and kneeling.

Establish and maintain effective working relationships with those contacted in the course of work.

Maintain effective audio-visual discrimination and perception needed for successful job performance.

Maintain a mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Four years of increasingly responsibly tax auditing experience including one year of lead responsibility.

Training: Equivalent to a bachelor’s degree from an accredited college or university with major course work in accounting, finance or a related field.

Certificates or Licenses:

Possession of, or ability to obtain, an appropriate, valid driver's license and a driving record satisfactory to obtain coverage by the City's insurance carrier.

Equipment Utilized:

Standard office equipment, including computers; motor vehicle.

Contact with Others:

Primary external contacts are in dealing with taxpayers or their representatives in potentially adversarial relationships. Primary internal contacts are with tax staff.

Supervisory Requirements:

Receives general direction from the Director of Finance & Human Resources. Exercises direct supervision over professional, technical and clerical staff.
