The City of St. Cloud operates under a home rule charter that establishes a Mayor-Council form of government. The Mayor is the chief executive officer of the city and is responsible for policy administration, with the assistance of an appointed professional administrator - the City Administrator. The hybrid form of government combines the strong policy leadership of elected officials with the professional expertise of an appointed chief administrative officer. As the City operates under a strong mayor system, the Mayor holds significant executive authority, including overseeing the direction of city departments.
According to the City Code and under the direction of the Mayor, the City Administrator is responsible for the control and supervision of the administrative affairs of the government. The City Administrator can issue manuals, orders, rules, and directives consistent with the charter, city ordinance, and city policy. The City Administrator is responsible for making recommendations to the Mayor and City Council for the city's well being.
The City Administrator provides critical leadership and essential staff support in areas such as executive development, legislative affairs, policy development, fiscal matters, and technical issues. The City Administrator plays a crucial role in representing the Mayor and City in various capacities, requiring exceptional public speaking skills and proficient ability in working with media outlets to build trust and credibility.
As the Mayor’s Chief of Staff, the City Administrator demonstrates experience-based political acumen, while employing a proactive executive skill-set to develop strategies for successful day-to-day operations of the city and its employees. The City Administrator is tasked with developing and maintaining a close and collaborative relationship within city staff, mentoring and developing the city’s leadership into a cohesive team.
The City Administrator navigates challenging cultural environments and economic conditions while cooperating with stakeholders to create value in services for our community. Additionally, the City Administrator may serve as the City's chief negotiator with organized employees, engaging in cooperative relationships and driving positive outcomes for the community and the organization.
Minimum Requirements: Graduation from an accredited college or university with a degree in political science, public administration, business management, finance, or a related field, preferably supplemented by an advanced degree in public administration; Ten years progressively responsible City administration work; Valid driver’s license that is unrestricted except for corrective lenses.
