During its September 25, 2015, meeting, the ICMA Executive Board voted to publicly censure Michael Hatten, former town administrator, Chapel Hill, Tennessee, and to permanently bar him from future membership in ICMA for conduct that violated the law and Tenets 2 and 3 of the ICMA Code of Ethics. Hatten pled guilty to a felony charge of sexual battery by an authority figure and a misdemeanor charge of contributing to the delinquency of a minor stemming from a December 2013 incident with a 16-year-old individual.
