Senior Human Resources Generalist

The City of Naperville seeks an experienced Senior HR Generalist to provide professional and technical human resources consulting and support services to City management and staff. This position will be assigned to support specific City departments and will work alongside two other Generalists. The Senior HR Generalist partners with client departments on a wide array of HR and business issues such as: employee and labor relations; legal compliance; performance management; compensation administration; policy development and interpretation; staffing; diversity; and learning and development.

Duties
Counsels employees, supervisors and managers concerning a wide array of issues including policies, employment law, collective bargaining agreements, performance, discipline, motivation, attendance, and leaves of absence.
Plans and coordinates recruitment programs with the recruitment team; develops recruitment strategies with client departments; and coordinates with the recruitment team on the recruitment life-cycle of open positions.
Develops, recommends, and interprets personnel policy and related procedures.
Provides practical and timely problem-solving, counsel and advice to educate managers on employment law issues.
Participates in labor contract negotiation teams and strategy; assists the City’s negotiating team by researching issues, documenting proceedings, and preparing related communications.
Interprets existing collective bargaining agreements. Monitors union grievances and provides appropriate background information and analysis throughout the grievance procedure.
Researches information and makes recommendations for proposals or special projects including job audits, job analysis, performance evaluation process, etc. Prepares, and reviews/revises job descriptions for relevance and applicability.
Educates client departments on new policies, programs, benefits and procedures.
Prepares, develops, facilitates and conducts ad hoc training sessions where it’s determined needed/advantageous.
Assists client departments with restructuring/reorganizations and with related employee communications.
Coaches employees and managers on professional development. Assists client departments with preparation of performance evaluations, Performance Improvement Plans and Disciplinary Action Notices, as needed.
Investigates charges of discrimination, harassment, or other inappropriate workplace behavior in a timely and confidential manner. Makes recommendations to Directors, and coaches parties through resolution, where appropriate.
Qualifications
Bachelor’s degree in Human Resources or related field
Ten years of HR Generalist experience in a larger organization
PHR or SPHR (or equivalent certification) or a Masters’ degree in Human Resources or related field
Strong written and verbal communication skills
Strong analytic and technical skills
Valid Illinois Driver’s License
