City Treasurer/Finance Officer

Position Overview
The City Treasurer/Finance Officer oversees the financial operations of the City, ensuring compliance with legal, regulatory, and policy requirements. This position manages budgeting, investments, payroll, and project accounting and plays a critical role in safeguarding the City’s financial health.
Essential Responsibilities
• Oversee and ensure compliance with all financial functions, including Kansas budget and cash basis laws.
• Supervises the maintenance of the City's general ledger and chart of accounts and the preparation of annual financial statements and schedules
• Coordinates monthly and annual closing activities, taking action to ensure the accurate processing and timing of all required accounting transactions to present accurate statements of the City's financial position
• Prepares adjusting entries to various ledgers to reflect accurate accounting and distribution of income and expenses to appropriate account.
• Manage payroll processing and associated reporting requirements.
• Prepare deposits for City funds and maintain accurate financial records.
• Assist with preparing and managing the annual operating budget in collaboration with the City Manager, Deputy City Manager, and budget team.
• Manage the City's investment portfolio under the direction of the City Manager, ensuring compliance with legal and policy guidelines.
• Perform bank reconciliations and maintain oversight of all financial accounts.
• Provide financial management and reporting for City projects, including accurate tracking and oversight.
• Manage and monitor long-term incentive programs, including reporting and compliance.
• Develop and implement internal controls and financial policies to safeguard City assets.
• Prepare and present financial reports to the City Manager, City Council, and other stakeholders.
• Coordinate and collaborate with auditors during the annual audit process.
• Work with the City’s financial advisor to manage debt, borrowing, and related payments.
• Provides supervision for the Accounting Clerk.
• Promote the goodwill of the City by fostering positive community and interdepartmental relationships.
• Attend City Council meetings, including those held outside standard business hours.
• Update financial policies and public-facing financial sections of the City’s website.
• Perform other tasks as assigned by the City Manager.
Required Skills and Competencies
• Comprehensive knowledge of municipal budgeting, accounting principles, and financial reporting.
• Working knowledge of Kansas Statutes related to budget and cash basis law.
• Strong analytical, organizational, and problem-solving skills.
• Experience with enterprise resource planning (ERP) platforms and financial systems.
• High proficiency in financial software and Microsoft Office Suite, particularly Excel.
• Ability to present complex financial information clearly and effectively to diverse audiences.
• Proven ability to work independently and as part of a team.
• Detail-oriented with a high degree of accuracy.
Education and Experience
• Bachelor’s degree in accounting, finance, public administration, or a related field preferred. Commensurate years of experience may be considered.
• A master’s degree in a related field is desirable.
• 2-3 years of professional experience in government finance or accounting required; experience with project accounting and managing aspects of capital projects is highly desirable.
• Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) designation is preferred.
• Strong knowledge of municipal budgeting, financial reporting, and investment management.
• Proficient in financial software and Microsoft Office Suite, particularly Excel.
Work Environment
This is an office-based position with occasional travel for meetings or training. Required to attend occasional City Council meetings that fall on the first Monday of the month as needed and all meetings that occur on the third Monday of the month. Meetings start at 6pm. Occasional evening or weekend hours may be required to attend City Council or other related meetings on a limited basis. The City of Maize is an Equal Opportunity Employer.
