The City of Norfolk is seeking a dynamic individual who will work to solve Norfolk’s service and financial future through innovation and strategy. The department they will lead is highly innovative with strong research and analytical skills. The department serves as internal consultants to the organization. The leader of such a department must have excellent communication skills to tell the story of Norfolk’s resources, revenues, and services to the community and to the City Council. This individual will oversee a department that provides enterprise-wide coordination and preparation of the City’s $1.4 billion annual operating budget and $817 million six-year capital improvement program. It encourages a city-wide culture of innovation using data to inform decisions as well as improving performance of services to the community through transparency, program evaluation, and process improvement. Programs within the Department which the Director oversees are:
* The annual Operating Budget and six-year Capital Improvement Plan.
* CivicLab, the city’s in-house consultants and data analysis services.
* Agile a city-wide program run in conjunction with Old Dominion University to train city staff on tools to continuously improve processes and service delivery.
* Grants management to oversee the application and implementation of city grants as well as providing training on the grants process.
* Process Improvement and Program evaluation.
* City-wide Strategic Planning.
* Community survey and Employee Surveys.
Essential Functions
The successful candidate will collaborate with City Manager, Deputy City Managers and directors to address fiscal issues impacting the City and departments, provide strategic analysis and advice for resolving them. They will utilize effective interpersonal and communication skills in one-on-one and group situations related to management and budgetary issues. The director must be able to communicate complex financial information in layman’s terms to City Council and the public to facilitate mutual understanding.
It develops goals and strategies for the annual operating budget; oversees the formulation and daily administration of the annual operating budget, the six-year capital improvement program, and the five-year forecast; ensures that the department provides support to economic development public/private partnerships in terms of fiscal impact analysis and financing alternatives and provides public engagement on resource requirements of the City.
The successful candidate will have the following knowledge, skills and abilities:
* Comprehensive knowledge of the specialized principles and practices of budget, capital program development, resource development and forecasting and the skill to interpret the effect of current events, decisions, and
policies on the future resource and service capacities of the government.
* Skill in negotiating with federal, state, regional and private agencies for funding of planned governmental and economic activities.
Skill in organizing and presenting highly technical financial information, development projects, budgetary and financial philosophies and policies as well as budgetary recommendations in both oral and written form.
* Knowledge and ability to establish and maintain effective working relationships (teamwork) with other city officials, members of City Council, media, the community, and employees to achieve the larger
community/organizational goals.
* Knowledge of modern principles and practices of program management, debt management, grant administration, program evaluation, survey techniques, focus groups, performance measurement, policy analysis,
automated information systems, and governmental accounting.
* Ability to handle public hearings and meetings with groups representing diverse opinions with the potential for confrontations and extreme emotionalism and to present both formally and informally the city’s position on
complex issues and financing to city officials, department staff, and the public.
* Ability to effectively lead a diverse, highly technical, and professional staff through the implementation of changes that ensure provision of an aggressive and cost-effective resource allocation and utilization process. Skill
in supervising the work and evaluating staff performance.
Education/Experience
A master’s degree in business administration, public administration, public finance, or a related programs and five-years' of progressive management experience, to include leading a city/county wide budget development or major citywide processes and staff in fields utilizing the knowledge, skills, and abilities identified.

This position is a senior executive unclassified position which serves at the will of the City Manager. City of Norfolk residency is required within six (6) months of hire. Relocation assistance is available. Salary is negotiable depending on qualifications and experience. Competitive benefits package.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
