INTRODUCTION
The City of Vandalia, Ohio, (population 15,209) is seeking a highly qualified and proven local government professional as its next City Manager. Candidates with the intellect, training, passion and temperament to be an effective local government leader are encouraged to apply. Vandalia, founded in 1838, is a true full-service community with an earned reputation for providing quality and efficient municipal services and utilities under a Council-Manager form of government first adopted in 1959. Located in southwest Ohio, just minutes north of Dayton, Vandalia has experienced continued, moderate growth and has benefitted from sound fiscal practices for many years. This successful Miami Valley community has maintained its well-deserved status as a safe place to call home with its nationally accredited police and highly regarded fire divisions providing exceptional services. The community maintains a stable blend of commercial, institutional and industrial enterprises and is not overly reliant on any single employer, making it less subject to business market fluctuations.

THE ORGANIZATION
The Vandalia City Manager is appointed by and reports directly to the City Council. The Council is comprised of seven members elected at large on a nonpartisan basis for four-year staggered terms and establishes the overall direction and policy for the community. One member of Council is separately elected as Mayor and presides as the Chairperson and represents the city on intergovernmental matters. The Mayor has voting rights, but has no veto power or independent legal authority. A Vice Mayor is selected by Council biennially at its organizational meeting and serves in the absence or temporary disability of the Mayor. Vandalia voters adopted a Municipal Charter, Home Rule, Council-Manager form of government in 1959 which became fully effective in 1960.

The City Manager serves at the pleasure of the City Council and may be removed or suspended by a majority vote of council. The City Manager is the chief executive officer and is responsible for the appointment of all Department/Division Directors and other city personnel unless otherwise prescribed by the Municipal Charter. Vandalia employs 148 full-time personnel and up to 215 part-time and seasonal personnel. Forty-three percent of the City’s workforce is unionized, and four collective bargaining units represent employees within the Public Works, Fire, and Police Divisions. Vandalia strives to maintain positive, professional relationships will all its employees. The community has been generally known for political stability with eight City Managers having served during the past 64 years.
