PROCUREMENT SPECIALIST - GRANT WRITER

JOB SUMMARY
The purpose of this position is to conduct the procurement of goods and services to include formulating, awarding, and executing contracts and ensuring compliance with agency, federal
and state regulations, rules, and reporting requirements. Performs work of considerable difficulty in developing, administering, coordinating, and implementing the Town’s grant programs.
Performs related work as required. The Procurement Specialist/Grants Writer works under the general supervision of the Chief Financial Officer.
ESSENTIAL JOB FUNCTIONS:
• Performs pre-award and post-award contract functions including negotiation, cost/price analysis and administration contracts for services, construction and architectural/engineering services, equipment, and commodities.
• Manages the contract administration process including modifications, change orders, contract renewals, extensions, and closeouts by ensuring completeness and compliance.
• Manages the preparation and processing of solicitations such as invitations for bids, request for information, request for proposals, and request for qualifications.
• Prepares procurement documents (i.e., IFBs, RFPs, Contracts, Amendments, Renewals, etc.).
• Reviews documents for accuracy, completeness, and compliance with laws, policies, and procedures for cooperative procurements, request for quotes, sole source procurements,
demand and emergency payments, and other types of procurements as assigned.
• Provides customer service by meeting the departments about future goods and services; assists with preparing purchase requests; meets vendors and walk-in visitors; answers
questions concerning procurement; provides feedback to vendors about procurements.
• Monitors purchase correspondence by reading and analyzing daily emails, answers important emails and telephone calls concerning purchase requests.
• In partnership with the Chief Financial Officer, develop annual grants plan, including funded strategy and anticipated timelines. Maintain funder information, strategy, and moves in grant database.
• Coordinates the Town’s grant administration program goals, and financial needs to develop compelling grant proposals, seek new funding opportunities, and report on funding impact.
• Researches and identifies prospective funding partners in alignment with the Town’s mission.
• Research, compile, and analyze information; prepare specialized reports and correspondence related to grant projects and programs, including grant applications, staff reports, financial reports, memoranda, and federal and state required reports.
