This presentation discusses the idea of how to create "institutions" to track and monitor institution controls (ICs) at contaminated sites. Such institutions are already in place for wetland protection and one-call systems. To track ICs, an institution should have clear purpose and definitions, enforceable rules, compliance assurance, intergovernmental cooperation, and a plan for information management. The presentation also highlights institutions already in place that track ICs. The presentation was made at the Brownfields 2003 conference in Portland, Oregon.
