The City of Westminster, Maryland, is seeking a new Human Resources Director; the current Director is retiring after many years of service to the City. The Human Resources Director oversees a variety of complex HR and risk management functions, including recruitment, benefits, compensation and classification, performance evaluation, employee records management, policy development and communication, training, wellness programs, employee safety, worker’s compensation, risk management programs, OSHA and DOT mandated programs, and general liability and property insurance.
The Human Resources Director has three direct reports: a Human Resource Analyst, Human Resource Associate, and Safety/Risk Coordinator. The Director reports to the City Administrator and is an integral part of the City’s executive leadership team.
Experience and Education
Minimum requirements are any combination of education and experience equivalent to a bachelor’s degree in a related field and six (6) years of progressively responsible HR-related experience.
Preferred qualifications include Professional in Human Resources (PHR) certification through HRCI, the Society for Human Resources Management Certified Professional (SHRM-CP), or equivalent HRCI or SHRM certification; broad-based HR generalist experience, including work in recruitment, benefits, compensation and classification, performance evaluation, policy development and communication, training, wellness programs, employee safety, worker’s compensation, and risk management programs. Prior work in a local government setting is desirable.
The expected hiring range is $95,000 – $110,000, DOQ. Residency is not required. Reasonable relocation expenses will be paid to the successful candidate, if not currently residing in the greater metropolitan area. An employment agreement will also be in place for the Human Resources Director. Benefits offered include the following:
