Job Description


The County Judge is the head of and presides over meetings of Harris County Commissioner’s Court, the county’s governing body. Along with four County Commissioners, the County Judge oversees a budget of over $4 billion that helps pay for key services in Harris County -- from justice administration, to flood control, to infrastructure and housing. Harris County is the third-largest and the most diverse county in the nation, with a population of greater than 4.5 million people.


As a member of the County Judge’s policy team, the Senior Policy Advisor will work with the Policy Chair, fellow Senior Policy Advisors, and other staff members to develop and implement the County Judge’s policy agenda, liaise with experts from across the country in the issue areas of importance to the office, and use evidence and research to inform the direction of the Judge’s actions and advocacy. Each Senior Policy Advisor is responsible for leading discrete policy initiatives and projects from ideation to fruition on various issues such as flood control, climate resilience, criminal justice reform, mental health, affordable housing, and early childhood development.

•Works with Judge Hidalgo, Chief of Staff, and other members of the policy team to define short- and long-term policy priorities for the office
•Leads one or more policy portfolios by developing positions, proposals, strategy, and policy details and driving initiatives from ideation to implementation
•Co-manages Policy Analysts and Fellows who provide research and analytical support for various policy initiatives and priorities
•Advises Judge Hidalgo on all departmental and precinct-level requests that come before Commissioners Court, including bi-weekly agenda items and annual operating budget and Capital Improvement Plan proposals
•Develops Judge Hidalgo’s positions on pressing policy and legislative matters as they arise and work with the communications team to create materials that convey positions
•Oversees the implementation of key county-wide initiatives and programs by working with precinct leadership and staff, department directors, and department staff
•Represents the County Judge in national policy, research, and innovation conversations
•Produces policy memos and briefs for the County Judge

•Bachelor's degree from an accredited institution in Public Policy, Public Administration, Public Affairs, Political Science, Economics, Research Science or related field; and
•Minimum seven (7) years of experience in relevant positions with increasing levels of responsibility
•Valid driver's license, reliable transportation, and auto liability insurance

•Proven track record and relevant experience in one or more of the following areas: health and/or mental health policy, housing policy, resilience, urban planning, criminal justice policy, education policy, environmental policy, or public budgeting
•Proven ability to meet multiple deadlines and balance numerous projects in a fast-paced and changing environment
•Ability to develop and drive new initiatives, work cross-departmentally, work within multidisciplinary teams, oversee projects to completion, and measure results
•Must demonstrate a strong sense of urgency and initiative; highly organized and with the ability to achieve systematic delivery under tight deadlines
•Ability to prioritize effectively; superb time management skills
•Excellent teamwork skills and ability to work autonomously with accountability
•Excellent oral and written communications skills
•Possess a good sense of humor and comfort with change
•Possess agility to adapt to and lead through change
•Be innovative and creative in developing solutions and funding sources
•Have a driving interest in developing successful working relationships with governments at every level throughout Harris County, Texas, and the United States
