The County of Chester is seeking an energetic, motivated, driven leader with a proven track record of success in implementation and utilization of the system of care practice model to serve as our Human Services Director. The County of Chester, the third largest employer in Chester County, provides support and resources to over 500,000 residents as an exurb of Philadelphia. This position provides leadership and is responsible for the day to day operations and long term vision of the Human Services department including Aging Services; Children, Youth and Families; Drug & Alcohol Services; Managed Behavioral Healthcare; Mental Health, Intellectual & Developmental Disabilities; Veterans Affairs; and Youth Center . The role oversees all facets of the department including staffing, policy recommendation, ensuring compliance with state and federal guidelines and recommendations, and promoting a positive work environment. The position requires thorough knowledge of state and local laws, public funding, and human services functions including supporting the highest level of self-sufficiency, safety, and quality of life for the citizens of our County.
Position requires a Master’s degree in Human Services, or related field, with 10 years of relevant experience or an equivalent of advanced training and experience.

Direct and manage the department’s operations.
Oversee categorical Department Heads (Aging, CYF, MH/IDD, Drug and Alcohol, Veterans Affairs, Youth Center, and HealthChoices) to ensure accountable, quality programs that are fiscally sound.
Ensure services are provided in a manner consistent with quality care and applicable laws, rules and regulations and coordinated across departments
Oversee the department’s annual budget of $185 million.
Ensure consistency with procedures (e.g., administrative, fiscal, budget and human resources) within all departments.
Ensure all strategic plans are in alignment, and that all plans reflect system coordination, integration, current laws, regulations and the changing needs of our communities.
Develop and recommend policy to the County Commissioners.
Assist Commissioners with responding to changing County needs in the most efficient and excellent manner.
Represent the Department of Human Services and the County of Chester at meetings with local and state officials.
Ensure that the risk-based managed care program remains compliant with contractual requirements and solvent.
Oversee Department of Human Services (administrative office) and organize human services administrative and other functions cross departmentally as appropriate to maximize resources.
Collaborate with Court and other county departments in responding to service/system needs and collaborative program development.
Perform other duties, tasks and special projects, as required.
QUALIFICATIONS/PREFERRED SKILLS, KNOWLEDGE & EXPERIENCE:
Master’s degree from an accredited college or university in a Human Services or other relevant field or additional experience.
Knowledge of Pennsylvania’s various human services programs, their structure, requirements and funding sources.
Minimum of three years working directly with a human service population.
At least ten years of progressively responsible management and program administration experience in human services.
Minimum of three years in an executive leadership position or as a Department Head or equivalent.
Advanced management skills (budgeting, planning, supervision and ability to coordinate diverse functions).
Excellent verbal and written communication skills.

Ability to work on conceptual systems design and policy development teams.
Strong working knowledge of budgets, spreadsheets and interpreting audits.
