GENERAL STATEMENT OF JOB
Plans and directs the daily operations of the Facility & Parks Maintenance Department; provides clean, safe, attractive and efficient environments in which the public can enjoy, county staff may work, and the public conducts business.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Directs personnel functions of the department (i.e., selection, assignment, scheduling, interviewing, hiring, merit increases and discipline of department employees).
Directs the comprehensive maintenance plan for all county facilities, structures, parks, systems and equipment.
Plans, develops, presents and implements the Department’s operating budget(s) and monitors costs and expenditures. This includes department’s annual budget with respect to planned capital improvements, maintenance efforts, department contracts and utility fees for County facilities and parks.
Functions as the primary resource to the County’s administrative staff, public, and private sector regarding the County’s facilities and parks.
Consults with the Board of County Commissioners, County Administrator’s Office, and other department heads regarding facility and parks construction and maintenance activities.
Receives and processes complaints.
Ensures the proper instruction and training of staff in methods and procedures, safety precautions, proper use of equipment, preventive maintenance and facility maintenance.
Schedules and inspects work of employees and outside contractors.
Coordinates comprehensive preventive, routine and scheduled maintenance for all county buildings and parks.
Reviews and evaluates plans and specifications for new county construction.
Inspects County construction sites for adherence to established plans, specifications and department objectives, and ensures corrective actions are initiated to maintain county and other construction standards.
Maintains current knowledge of trends and developments in the field of facility, parks and grounds maintenance, and facilitates the application of such to department policies and procedures.
Reviews and evaluates all department records for completeness and accuracy, and for the purpose of monitoring costs/expenditures for establishing/maintaining operating budgets; approves purchase orders and contract payments.
Prepares periodic and special reports pertaining to staff, supplies, equipment and work performed.
Must be able to meet work schedule and attendance standards.
Performs related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Bachelor’s degree in Building Construction or Management, or closely related field; supplemented by a minimum of eight (8) years progressively responsible project management and facility maintenance experience, to include a minimum of five (5) years professional experience in a supervisory/management capacity; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be computer literate and possess a valid driver license.
