ASSISTANT CITY MANAGER, UTILITY OPERATIONS
CITY OF ALBANY, GEORGIA
The City of Albany, Georgia seeks applicants for the position of Assistant City Manager.
Albany is located in Southwest Georgia along the Flint River. It is the county seat of Dougherty County, with a population of 75,769 and utility revenues in excess of $166 million. The city is the hub of Southwest Georgia with an industrial base that includes Proctor & Gamble, MillerCoors and Mars Chocolate North America. Due to the retirement of a long-serving incumbent, Albany is seeking an individual to fill this position and to be an active member of the City Manager’s executive team.
An elected mayor and six council members govern the city. The City Manager is the chief administrative officer responsible for the city’s daily operation with direct oversight of all departments. This position reports directly to the City Manager.
The successful applicant will continue to develop the city’s diverse utility operations, managing eighteen subordinate supervisors with 550 employees. Specific areas of management responsibility include: Electricity; Natural Gas; Water; Stormwater; Sewer; Solid Waste; Street Maintenance; R.O.Ws; Trees; Planning and Engineering Services; Underground Hydraulic Drilling; Code Enforcement and Building Inspection; Civil, Traffic, and Utility Engineering; Land Surveying and GIS Mapping; Residential and Commercial Telecom Construction and Installation.
Ten years of progressive utility management is preferred, with experience in electricity, natural gas, water, sewer, telecommunications and public works operations. Applicants should provide evidence of leadership in managing change. In addition, the successful candidate will possess a strong ethical compass, an ability to communicate vision as well as the ability to motivate and develop the employees in utility operations. Core skills include financial expertise, including experience with the budgeting process, trend assessment and forecasting; organizational skills with an eye for efficiencies and the role of technology in that process; communication skills (both oral and written); excellent interpersonal skills and a passion for customer service. Marketing and Economic Development experience is a plus. The successful candidate will possess a minimum of a Master’s Degree in a technical discipline or an exceptional combination of education and experience in utility operations. A Professional Engineering certification is preferred. The salary range for this position is $108,000 to $185,000.
