In 2008, the people of Vancouver elected a new Mayor and Council and handed the City a
mandate to improve and deliver quality programs and services while addressing challenging
social issues. This study details the progress of the Vancouver Services Review in creating a city that is addressing climate change, enabling economic growth, ensuring affordable housing and eliminating homelessness, and is safe and secure with a vibrant arts and culture community.
