Director of Planning, Zoning and Economic Development

PURPOSE
The Director of Planning, Zoning and Economic Development shall be responsible for the administration of all City planning and zoning policies and for the supervision and direction of inspection activities in the enforcement of the City's Minimum Housing Code. The Planning and Zoning Director advises the City Administrator, Mayor and Board of Aldermen and commission members on development issues. The Planning and Zoning Administrator reports to the City Administrator.

EDUCATION
Comprehensive knowledge of the concepts, skills, methods, and practices of municipal planning, including zoning, redevelopment, subdivision, development review, and site planning. Bachelor's Degree in planning, public administration, or related field from an accredited university or college; Master's Degree preferred.

EXPERIENCE
Minimum of five (5) years of experience in municipal planning or related field.

REQUIRED KNOWLEDGE AND SKILLS
Ability to communicate effectively and succinctly in writing and verbally.
Ability to prepare clear and concise oral, written, and graphic presentations and reports.
Working knowledge of the preparation and administration of a variety of Federal, State, and private grants, including the Community Development Block Grant Program.
Ability to develop long-range plans to guide the City's development.
Ability to engage citizens in policy discussions about long-range planning issues.
Ability to establish effective working relationships with City staff, elected officials, and a wide variety of citizens and citizen groups.

SUPERVISION
Under the direct supervision of the City Administrator. The Planning and Zoning Director will oversee or direct other employees within the Department of Planning, Zoning & Economic Development.

DESCRIPTION OF WORK
The following duties, responsibilities and expectations are not necessarily limited to the following and are not enumerated in any order or priority. At any time, the frequency or duration with which one or more of the following specific duties is performed may vary widely.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions of the Planning and Zoning Director's job shall be as follows:
Develops and administers the department budget
Serves as staff liaison to the Planning and Zoning Commission and Board of Adjustment. Prepares staff reports relative to Commission agenda items.
Recommends revisions to the Comprehensive Plan and Zoning Ordinances to the Planning Commission and Board of Aldermen.
As assigned by the City Administrator, prepares planning studies relative to the following issues: real estate development, capital improvements, land use, economic development, neighborhood issues, commercial revitalization, business climate, and the relationship of any of these topics to municipal finance.
Reviews all development proposals for compliance with the City's planning and zoning requirements. Disseminates information regarding the City's planning and zoning policies, ordinances, and procedures.
Supervises the administration of the City's Zoning Code, including follow-up on possible zoning violations.
Advises and consults with potential developers to ensure quality commercial development for the City of Manchester.
Assists the City Administrator in retaining and attracting businesses in the City of Manchester.
Serves as the City's Building Official and supervises the day-to-day operations of the City's residential and commercial inspection program, including supervision of the City's housing inspector. Reviews and recommends changes to policies and procedures relative to the enforcement of the building and housing codes and ordinances.
Interprets and enforces the business licensing, building, housing, and zoning ordinances.
All other duties as assigned.

MARGINAL FUNCTIONS
The marginal functions of the Planning and Zoning Administrator's job are as follows:
Actively participates in local, State, and national professional associations and activities, within fiscal constraints, to establish a network of peers for professional support and advice in performing duties and responsibilities.
Works on and contributes to interdepartmental task forces and group efforts to develop solutions to specific problems and/or identify opportunities to address specific policy issues.
Represents City at local and State meetings of organizations, such as the Municipal League and the Chamber of Commerce.
All other duties as assigned.

PHYSICAL ACTIVITIES
Sitting, talking, listening, or walking for extended periods of time.
Regular mental and visual attention with normal hand-eye coordination required.
Occasional handling of average-weight objects with the ability to occasionally move about inside the office to access file cabinets, office machinery, etc.
While performing the duties of this job, the team member is regularly required to sit and operate a personal computer for long periods of time.
Required to use hands and arms to operate a variety of office machinery.
Ability to communicate effectively via telephone and/or in person with team members, vendors, and citizens.

WORK ENVIRONMENT
Work is typically performed in an office environment, with some exposure to weather and outdoor conditions from time to time.
Frequent contact with federal and state officials and administrators, the public, and internal contacts requiring tact and diplomacy are requirements of the job
