The purpose of this job within the organization is to provide the overall administration and management of the activities of the City Planning and Community Development Department.
This job formulates long-range goals for the organization, develop policy and position papers and negotiate with the chief administrative officer and/or elected officials.
Duties and Responsibilities:

Manages the Planning and Community Development Department.
Maintains compliance with the Comprehensive Plan for the City of Petersburg; ensures
development is consistent with the City's plan.
Updates the Comprehensive Plan.
Facilitates the Capital Improvement Program process and manages the process and program.
Processes special use permits, rezoning and amendment applications and reviews permits.
Advises the City Manager and City officials on planning and community development matters.
Encourages and promotes economic development through land use and regulations.
Provides oversight of the planning, development review, and site plan process.
Coordinates planning and permit review of development projects.
Reviews site plans and permits for development.
Conducts technical training to ensure staff development.
Meets with developers and homeowners to explore development projects and to review development proposals.
Revisits permit processes and makes adjustments to improve the workflow.
Advises City Manager and elected officials on land-use and planning matters.
Educates the community on the development and review process in the City of Petersburg.
Prepares and monitors strategic action plans to ensure that the goals are being met.
Prepares and reviews the annual planning budget.
Minimum Education and Experience Requirements:
Requires a bachelor's degree in urban planning, public administration, architecture, sociology or a closely related field.
A master's degree in urban planning or related field is preferred.
AICP is helpful.
Requires extensive, progressive experience in planning with two to five years' experience in planning.
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the position.
