Job Description

Typical Duties:
Prepares short and long-term revenue and expenditure forecasts
Prepares and reviews multiyear financial plans, including capital improvement plans and makes recommendations about available funding
Develops, proposes, and monitors compliance with financial policies
Reviews departmental budget requests (on and off cycle)
Assists with preparation of annual budget proposal to Board of Supervisors
Monitors departmental budget execution
Ensures compliance with various Federal, State and other reporting deadlines and requirements
Participates in the County’s financial planning process
Leads the preparation of the tentative and adopted budgets for the County and Special Districts
Prepares and may present other budget reports to the Board of Supervisors, including financial updates
Manages the development and adoption of the County’s cost allocation and user fee schedules
Manages the development and administration of the budget
Analyzes financial impact of legislative issues
Assists with administration of County wide position control program
Conducts internal performance management audits
Assists departments with development of performance measures and benchmarks
Monitors and assesses the fiscal impact of state and federal policies and actions
Supervises, trains, and evaluates assigned staff
Essential functions of the position include but are not limited to: sitting; working with and around others; repetitive motion (hand/wrist-elbow/shoulder) and vision acuity (near) for computer work; hearing and speech for ordinary conversation.

Minimum Qualifications:
Bachelor's degree in accounting, business administration, finance or related field and three years of increasingly responsible professional budgeting, finance, management analysis or accounting experience; OR any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

This position is exempt from overtime.

Please note: The full salary range for the position is $61,790 - $90,707

Knowledge, Skills and Abilities:
Considerable knowledge of:
Principles and practices of governmental accounting and budgeting
Applicable federal, state, and local laws, regulations, codes, and ordinances
Theory, principles, practices, and techniques associated with financial and economic analysis
Principles and practices utilized in program evaluation
Principles and practices of positive supervision, training and personnel management

Skill in:
Making presentations to Boards, other agencies, and the public
Selection, utilization and interpretation of mathematical/statistical models and computations
The design and use of computerized budget/financial tracking and reporting programs

Ability to:
Explain technical subjects in terms that are accessible to general audiences
Work safely and support the culture of workplace safety
Effectively plan, organize, and coordinate the work of others
Compile, analyze, interpret and report research and survey findings
Conduct technical studies utilizing statistical and spreadsheet software programs
Establish and maintain effective working relationships with employees, other agencies and the public
Follow written and verbal instructions
Communicate effectively verbally and in writing
