This report presents data from the Valley Benchmark Cities, a consortium of the largest 11 cities in the Phoenix, Arizona, metropolitan area. The group agreed to collect, compare, and publish performance data. Five of the participants (Gilbert, Mesa, Peoria, Phoenix, and Scottsdale) received Certificates of Excellence in Performance Management from the ICMA Center for Performance Analytics in 2016.
