The Local Emergency Operations Plan (LEOP) provides the framework for preparation and response to a variety of disasters and emergencies for all Kansas City departments. The 311 Action Center and the Emergency Operations Center developed the information and communication plan in line with the LEOP. The Communication Plans for the 311 Action Center and the Emergency Operations Center are based on three levels of EOC activation – Potential Incident, Moderate Incident, and Severe Incident.
