This October 1998 document is an advisory opinion issued by the Seattle Ethics and Elections Commission (Washington).  A city employee, who also ows a private business, is required to work away from home for a week at a time.  She inquired if she's ethically permitted to use the city-issued phones in the bunkhouse where she retires at night if she does so during non working hours.  Additionally, the employee questioned whether it is appropriate for her to distribute business catalogs to fellow employees and on city property and potentially hire other city employees as her associates.
