ICMA is excited to announce that applications for the Tranter-Leong Fellowship have been extended to June 30, 2026. The Tranter-Leong Fellowship aims to enhance professional development for the ICMA member, further the local government management profession, and encourage ICMA membership and international affiliate relationships.
The ICMA Global Engagement Committee traditionally awards two fellowships of $5,000 each from the Tranter-Leong Fund per application cycle. One fellowship is for those who seek an experience in Asia and another fellowship is for those who seek an experience elsewhere, other than the United States or Canada. More than one fellowship in each category can be awarded at the committee’s discretion. To aid in the application process, some possible projects in Asia have been developed. Applicants can choose from these projects or develop a project of their own. Asia-Based Projects for Tranter-Leong Fellowship Applicants
Sri Lanka (Federation of Sri Lankan Government Authorities)
ICMA, in coordination with the Federation of Sri Lankan Government Authorities (FSLGA), an ICMA strategic ally, has two possible projects in Sri Lanka for members with expertise in planning and/or revenue generation.
The city of Hambatota is seeking planning experts to conduct assessments and provide general planning advice as their town grows and planning policies are being developed.
Sri Lankan cities are looking for examples of proven revenue generation methods to enhance local government revenue beyond what is provided from the central government. ICMA members with expertise in revenue generation strategies and management of new revenue streams are sought to assist Sri Lankan cities.
India (Urban Management Center)
The Urban Management Center (UMC) is undertaking a research study to develop standard operating procedures (SOPs) that guide the transition of rural local bodies into urban local bodies. The study focuses on defining institutional structures, governance frameworks, human resource systems, and financial management mechanisms required during this transition. By documenting practical modalities and identifying gaps in current processes, the research aims to support state and city administrations in ensuring a smooth, accountable, and well-coordinated shift to urban governance.
The study also seeks to draw on international experience—particularly the insights of managers from the United States—who can contribute perspectives on professionalized municipal administration, role clarity between elected representatives and executive leadership, performance management systems, and financially sustainable urban service delivery. These learnings will help contextualize global best practices for strengthening governance and operational efficiency in newly constituted ULBs in India.
In addition, the research will inform the development of pedagogy and training materials aimed at building the capacity of elected officials, enabling them to effectively navigate their roles, responsibilities, and decision-making processes within the national/state's urban governance framework.
India (Gujarat High Level Committee)
The Gujarat High Level Committee (HLC) on Urban Planning, an official advisory body of the state government of Gujarat, was established in Ahmedabad, Gujarat to develop a strategic roadmap for the state’s urban transformation. A key priority of the committee is the professionalization and institutional strengthening of city governments. In this context, the HLC seeks to engage an experienced local government practitioner to help identify technological and artificial intelligence–based solutions that could be adopted by cities across Gujarat. ICMA members with experience in the identification and implementation of technology and AI solutions are invited to contribute through peer-to-peer learning and the sharing of best practices.
Philippines
ICMA has a long history of collaborating with local governments in the Philippines, including facilitating peer-to-peer learning between U.S. and Philippine cities. Since 2015, the city of Iloilo has been a key beneficiary of ICMA's support. Iloilo welcomes an ICMA member to assist with their flagship city initiatives, which focus on climate resilience, urban biodiversity, green-grey infrastructure, nature-based solutions, urban mobility and green spaces, heritage conservation, and public engagement. The prospective candidate can contribute by offering guidance, technical assistance, or sharing best practices in one or more of these areas.
