The City of Cleveland is seeking a highly qualified, experienced, and motivated professional to serve as its Director of Finance & Administrative Services. This executive-level position plays a vital role in the City's financial management, administrative operations, and organizational leadership.
Position Summary
Under the general direction of the City Manager, the Director of Finance & Administrative Services is responsible for planning, directing, and overseeing the City's financial and administrative functions. The position provides strategic financial leadership, manages budgeting and accounting operations, ensures compliance with applicable laws and regulations, supervises departmental staff, and supports the City Council and City Manager in achieving organizational goals.
Minimum Qualifications
Qualified applicants must possess:
• Bachelor's Degree in Accounting, Finance, Business Administration, or a closely related field.
• Certified Public Accountant (CPA) designation.
• A minimum of seven (7) years of progressively responsible professional experience in accounting, finance, or related fields, preferably including governmental accounting experience.
• An equivalent combination of education and experience may be considered.
• Valid Tennessee Driver's License, or the ability to obtain and maintain one.
Essential Duties and Responsibilities
Responsibilities include, but are not limited to:
• Assist the City Manager and department heads in the development and implementation of financial policies, procedures, and internal controls.
• Supervise the preparation of financial statements, annual reports, and other required financial documentation.
• Administer the City's investment portfolio and debt management programs.
• Oversee the disbursement and safeguarding of City funds.
• Coordinate the preparation and development of the City's annual operating and capital budgets in collaboration with the City Manager.
• Maintain and update statistical tables, schedules, and applications associated with government-sponsored budget and financial recognition programs.
• Manage the preparation of City Council agendas and review Council meeting minutes.
• Coordinate updates to the City Code and maintain official municipal records.
• Maintain official files, records, minutes, leases, deeds, contracts, and financial documents.
• Respond to public requests for information and attest official records as required.
• Supervise departmental personnel, including recruitment, training, performance management, employee development, disciplinary actions, and conflict resolution.
• Foster a positive, collaborative, and customer-focused work environment.
• Perform other duties and special projects as assigned by the City Manager.

• The salary range for this position is $106,000 - $158,000 annually, depending upon qualifications and experience. The City offers a comprehensive benefits package, including retirement, health insurance, paid leave, and other employee benefits.
