The Borough Manager/Secretary/Treasurer (Borough Manager) is the chief administrative officer for Leetsdale Borough and carries out the business of the Borough under the direction of the Borough Council. The Borough Manager is responsible for overseeing the Borough's work force in the day-to-day conduct of Borough business, operations, and services, as well as for carrying out the policies of the Borough Council.

The employee is responsible for maintaining borough financial records, preparing financial reports, paying financial obligations, and keeping Borough Council informed of the Borough’s financial condition. Work involves contact with citizens to see that their problems and concerns are acknowledged and resolved and/or brought to the attention of other officials. This employee assigns and directs the work of other Borough employees in providing these services.

This is a highly responsible administrative/supervisory position involving planning, directing, coordinating, and administering all affairs of Borough government. This employee is directly accountable to the Borough Council, who review work through periodic written and oral reports to ensure the achievement of desired outcomes. Direction is received from Council through meetings and policy directives.

Minimum Education, Training, and Experience Required:
1. Minimum of five years of municipal administrative or related management experience and a 4-year college degree, or its equivalent, in public administration, quantitative, or financial fields, from an accredited university.
2. Direct experience with municipal budgeting and finance, public procurement, grant management, municipal zoning, redevelopment and main street management, building and property maintenance codes, and storm water management is preferred.
3. Excellent communication skills and experience in public presentations and meeting facilitation.
4. Must have experience in public engagement and community outreach efforts.
5. Must possess knowledge and general understanding of federal, state, and local laws, regulations, and ordinances governing Pennsylvania municipalities, particularly the Pennsylvania Borough Code and the Municipalities Planning Code.

Power and Duties:
The Borough Manager shall be the Chief Administrative Officer of the Borough. They shall be responsible to the Borough Council for the administration of all municipal affairs placed in their charge. The powers and duties of administration of all municipal business shall be vested in the Borough Manager, unless expressly imposed or conferred by statute upon other municipal officers. The Borough Manager shall have the following specific duties:

A. Direct and administer all executive and nonlegislative activities of the Borough, except as otherwise provided by statute or ordinance.
B. Supervise and oversee the activities, including work time records, of all municipal departments and employees, with the exception of the Police Department, unless such responsibility is specifically delegated to the Borough Manager by the Mayor as prescribed in the Borough Code.
C. Hire and, when necessary, discipline, suspend or discharge any administrative service employee under his or her supervision in accordance with collective bargaining agreements, employment agreements, and any Borough policies or procedures.
D. Participate in all personnel actions affecting department heads; periodically perform employee evaluations; and make recommendations to the Council regarding wage rates or salaries of Borough employees.
E. Direct the maintenance of payroll and benefit records for all Borough employees.
F. Prepare the agenda for all committee and related meetings of the Council and provide the necessary background information.
G. Attend all meetings of the Council.
H. Establish internal rules and procedures for how administrative units operate and update or cancel them as needed.
I. Form committees from the administrative staff as needed to address administrative issues. These committees will meet at the Borough Manager’s request and provide recommendations in the best interests of the Borough.
J. Promote the public good will and represent the Borough before civic associations, business, professional or governmental groups, the press and interested citizens concerning the general affairs and administrative functions of the Borough.
K. Assemble estimates of the financial needs and resources of the Borough for each ensuing year and prepare a program of activities within the financial power of the Borough, embodying in it a detailed, balanced budget document with proper supporting schedules and analyses.
L. Submit with the proposed budget a narrative, explanatory budget message. The budget message shall provide information concerning the fiscal plan emphasizing any significant changes in revenues and/ or expenditures, and any specific programs or projects in the budget.
M. Develop long-range fiscal plans for the Borough, in conjunction with the preparation of the annual budget, to be presented to Council annually for its review and adoption.
N. Administer the budget after its adoption by Council and prepare monthly financial statements of all revenues and expenditures with appropriate recommendations to Council.
O. Submit to Council, as soon as possible after the close of the fiscal year, a complete report on the financial and administrative activities of the municipality from the preceding year. Where Council elects to have a complete audit performed on the Borough's finances or programs, the Borough Manager will cooperate fully and completely with the auditors in providing them information necessary for the completion of the audit.
P. Manage investment of unused funds to Borough’s advantage.
Q. Implement and monitor that the provisions of all franchises, leases, contracts, licenses, permits and privileges granted by the Borough are fully observed and report to the Council any violation thereof.
R. Enter into contracts or authorize purchases, on behalf of the Borough, for amounts equal or less than $1,000, and report the same to the Council in a timely manner.
S. Hold such other municipal offices or head one or more of the municipal departments as Council may, from time to time, direct.
T. Have general supervision, for administrative, recordkeeping, and insurance purposes, over all Borough property and equipment and its use by the public or by Borough employees.
U. Ensure that all required notices, ordinances, and other legal documents are published, and see that all reports required by law are prepared.
V. Make recommendations to the Council concerning Borough policy as necessary or when instructed by the Council to do so. Keep the Council fully informed as to the conduct of municipal affairs and advise the Council as to the needs of the Borough.
W. Serve as the primary Borough contact to the Borough Solicitor, Engineer, auditors, inspectors and other professional consultants.
X. Be responsible for monitoring the enforcement of all ordinances and regulations of the Borough and make reports, as directed by Council, regarding same.
Y. Assess both the short- and long-term problems and affairs of the Borough and recommend plans and courses of action to the Council.
Z. Participate in the intergovernmental programs, lead grant-writing initiatives, monitor legislative activities, and keep abreast of current advances in management and technology.
AA. Monitor and manage the operation of various state or federal grant projects or programs by explaining program operations to participants, expending funds in accordance with the grant contract, and maintaining records of project status and disposition of funds.
BB. Search out and apply for other sources of funds, such as grants, loans, credits, discounts, etc., when appropriate.
CC. Serve as the Right to Know Officer for the Borough.
DD. Implement the Borough’s Comprehensive Plan and update the plan, as necessary.
EE. Make appropriate recommendations to the Borough Planning Commission and Zoning Hearing Board.
FF. Perform such other duties as are required by the Council.
