NATURE OF WORK: The Director of Engineering is responsible for leading the City of Evans Engineering Department, overseeing project management for capital improvement projects, development and utility permit review, and coordination with Public Works on infrastructure maintenance. This position develops and implements the City’s Capital Improvement Plan (CIP), addressing both growth-related infrastructure needs and deferred maintenance of existing assets. The Director provides technical expertise, establishes and enforces engineering standards, and ensures compliance with local, state, and federal regulations while advancing the City’s strategic goals for economic growth and infrastructure resiliency.

ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES
• Serves on the City Manager's Executive Team overseeing and accountable for department while closely working interdepartmentally to effectively and consistently achieve the strategic goals of the city.
• Directs the highest-level operational, financial, and talent management decisions of the department and provides complex guidance on matters of significance in alignment with policy and executive leadership objectives.
• Serves as an organizational representative engaging with City Council, Boards and Commissions, employees, the public, and other partnership entities.
• Employee possesses the knowledge, skills, and abilities to perform all the essential duties of the job safely and satisfactorily, including, but not limited to municipal governance, teamwork, problem-solving, relationship-building, customer service, detail oriented, technology/equipment proficiency, policy adherence, time management, result-orientation, research and analyzing data, decision-making, self-motivation, stewardship, integrity, and upholding our EDGE core values.
• Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails.

• Lead and manage the Engineering Department, including staff supervision, work program development, and budget administration.
• Oversee planning, design, bidding, and construction of the City’s capital improvement projects, ensuring quality, timeliness, and budget control.
• Develop and maintain the City’s Capital Improvement Plan (CIP), prioritizing projects to address deferred maintenance and infrastructure needs.
• Coordinate with the Public Works Department on infrastructure maintenance priorities, system assessments, and project delivery.
• Oversee prompt engineering review of subdivision plats, site plans, and construction documents for compliance with City codes, standards, and master plans.
• Manage the review and issuance of utility, grading, and right-of-way permits.
• Establish, maintain, and update engineering design standards, construction specifications, and technical manuals.
• Ensure compliance with stormwater, environmental, ADA, and other applicable regulations in project design and construction.
• Provide technical advice and policy recommendations to the City Council, City Manager, and advisory boards.
• Prepare and present reports, studies, and updates to the City Council, City Manager, staff, and the community.
• Pursue and administer grants and other funding opportunities to support infrastructure investment.
• Represent the City in intergovernmental and regional planning and coordination efforts.
• Knowledge of civil engineering principles, municipal infrastructure systems, and capital project management.
• Strong understanding of land development processes, permitting, and utility systems.
• Ability to develop long-range infrastructure plans and prioritize deferred maintenance needs.
• Effective leadership and supervisory skills to guide professional staff and consultants.
• Strong project management, budgeting, and contract administration skills.
• Excellent written and oral communication, including the ability to explain technical concepts to non-technical audiences.
• Ability to establish effective working relationships with developers, contractors, regional agencies, elected officials, staff, and the public.
• Attendance at evening City Council meetings, advisory board meetings, and community events as required.
• Occasional travel for professional development, conferences, and regional coordination.

EDUCATION, EXPERIENCE, AND LICENSURE

Required:

• Bachelor’s degree in civil engineering or related field; equivalent combinations of education and experience may be considered.
• Ten (10) years of progressively responsible civil engineering experience, with at least three (3) years in a supervisory or management role.
• Licensed Professional Engineer (PE) in the State of Colorado or ability to obtain within 6 months of hire.
• Valid Colorado Driver’s License or ability to obtain within six months of hire.

Preferred:

• Bilingual in English and Spanish.
• Experience in public/municipal sector.
• Master’s degree in civil engineering, public administration, or related field.
• Certified Floodplain Manager (CFM).

The employee is regularly required to exercise visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is required to focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 25 pounds on an occasional basis. Work is generally performed in an office setting.
